Strategic Data Partner

Strategic Data Partner – Lancashire County Council

Salary: £55,612 - £60,147 per annum | Permanent, Full-Time (37 hrs/week) | Preston

Are you passionate about using data and insight to influence strategic decision-making and improve outcomes at scale?

As Strategic Data Partner, you will play a critical role in driving Lancashire County Council’s intelligence-led performance, innovation, and continuous improvement across services and central Data & Analytics.

Sitting at the intersection of operations and strategic insight, you’ll act as a trusted advisor to senior leaders, translating complex challenges into clear, data-driven solutions.

This is an exciting opportunity for an experienced data professional who thrives in fast-paced environments, fosters strong relationships, and shapes data-informed decision-making across a large, complex organisation.


Key Responsibilities

  • Strategic Intelligence Leadership

    • Act as the strategic intelligence partner for services, building strong, trusted relationships with senior leaders.
    • Align organisational priorities and service challenges with actionable analytical insights.
  • Data Translation & Decision-Support

    • Translate ambiguous or emerging requirements into clear, strategic analytical questions and deliverable insights.
    • Provide high-quality analysis, interpretation, and strategic insight for decision-making, performance management, and service improvement.

  • Reporting & Dashboard Development

    • Shape service-level reporting requirements and oversee the development of meaningful dashboards, performance products, and insight assets.
    • Ensure data integrity and relevance across strategic outputs, keeping them accessible and actionable.
  • Stakeholder Engagement & Communication

    • Present complex data and analysis to non-technical audiences with clarity, ensuring insights are accessible, relevant, and impactful.
    • Operate as a critical friend, offering constructive challenge to drive continuous improvement without compromising trust or collaboration.

What We Are Looking For

Strategic Insight & Influence

  • Proven experience in intelligence, analytics, or performance roles, with a track record of partnering with senior managers or leadership teams.
  • Strong ability to interpret ambiguous or emerging challenges and translate them into actionable strategic outputs.

Analytical & Technical Capability

  • Exceptional business intelligence and analytical skills, including:
    • Data manipulation, analysis, and performance monitoring.
    • Experience with dashboarding tools (e.g., Power BI).
  • Skills in designing and delivering high-quality analytical products that inform action and improvement.

Communication & Collaboration

  • Excellent interpersonal skills, ability to influence, challenge, and build credibility with stakeholders across all levels.
  • Extensive experience presenting insights to non-technical audiences and enabling them to interpret and act on data.
