About The Role
We are looking for an experienced Strategic Delivery Manager to lead the successful delivery of complex digital transformation programmes. You will be responsible for driving delivery strategy, managing cross-functional teams, engaging senior stakeholders, and ensuring programmes are delivered on time, within budget, and to the highest quality standards.
The ideal candidate will have extensive experience managing large-scale digital projects within Agile environments and will be confident working with senior leadership to shape delivery strategy, manage risks, and drive continuous improvement.
Key Responsibilities
Strategic Delivery
- Lead the end-to-end delivery of complex digital transformation programmes and portfolios.
- Develop and implement delivery strategies aligned with organisational objectives.
- Ensure successful planning, execution, governance, and delivery of projects.
- Drive continuous improvement across delivery practices and processes.
Programme & Portfolio Management
- Manage multiple workstreams across multidisciplinary teams.
- Develop delivery roadmaps, milestones, and resource plans.
- Track programme progress, dependencies, risks, and budgets.
- Ensure delivery aligns with business objectives and customer needs.

Stakeholder Management
- Build strong relationships with senior stakeholders, clients, suppliers, and delivery teams.
- Provide regular programme updates, reports, and executive-level presentations.
- Facilitate governance meetings and steering committees.
- Manage stakeholder expectations and resolve delivery issues proactively.
Leadership & Team Management
- Lead, coach, and mentor Delivery Managers, Scrum Masters, and multidisciplinary teams.
- Foster a collaborative, high-performing, and inclusive working environment.
- Support recruitment, capability development, and performance management.
- Promote Agile values and best practices across delivery teams.
Risk, Governance & Assurance
- Identify, manage, and mitigate programme risks and dependencies.
- Ensure compliance with governance frameworks, security standards, and organisational policies.
- Implement quality assurance processes and continuous delivery improvements.
- Drive effective decision-making through data-driven reporting and performance metrics.
Essential Skills & Experience
- Minimum 8+ years of experience delivering complex digital programmes.
- Proven experience managing large-scale Agile delivery programmes and portfolios.
- Strong knowledge of Agile, Scrum, Kanban, and Lean delivery methodologies.
- Excellent stakeholder management skills with experience engaging executive leadership.
- Strong programme planning, budgeting, forecasting, and resource management experience.
- Experience managing multidisciplinary teams across technical and business functions.
- Excellent communication, leadership, negotiation, and influencing skills.
- Proven ability to manage risks, dependencies, and competing priorities.
- Experience delivering cloud-based and digital transformation programmes.
- Strong analytical and problem-solving skills.

Desirable Skills
- Experience working within UK Government or Public Sector organisations.
- Knowledge of Government Digital Service (GDS) standards.
- Experience delivering services within highly regulated environments.
- Familiarity with digital product delivery and user-centred design principles.
- Experience with supplier and commercial management.
