Location: Greater Manchester Combined Authority (GMCA), Greater Manchester (regular travel across GM sites required)
Salary: £44,075 - £48,226
Contract: Permanent
Hours: 36.25 per week

About the Role
GMCA's Land & Property team is growing, and we're seeking a Strategic Estates Programme Lead to drive delivery of one of the UK's most ambitious public estate programmes. This is a delivery-focused role at the centre of a high-profile, multi-million-pound estate, working across councils, the NHS, and wider partners to turn strategy into real, on-the-ground outcomes.

Key Responsibilities
- Lead delivery of Greater Manchester-wide estates strategies, translating ambition into structured, deliverable programmes
- Build and manage a pipeline of place-based property opportunities
- Work across local authorities, NHS organisations, and wider partners to bring clarity where responsibilities or delivery pathways are unclear
- Identify and unblock stalled or underperforming programmes
- Influence senior leaders across multiple organisations, building alignment across competing priorities
What We're Looking For
- Strong experience in property, estates, or mission-critical delivery environments
- Proven track record delivering complex, multi-partner capital programmes at scale
- Confidence handling risk, interdependencies, and genuine ambiguity
- Strong commercial acumen, including contract and supplier management
- Ability to build trust and credibility with senior stakeholders, with the confidence to challenge constructively
