Permanent Role
Grade 6: £54,495–£64,811 (Consultation grade, subject to Pay Equity Review) Working Hours: 36.5 hours per week

About the Role
Birmingham City Council is seeking an ambitious and commercially minded Strategic Lead for the Accommodation Finding Service to drive innovative housing solutions that prevent and relieve homelessness across the city.
This pivotal leadership role sits within the Housing Solution & Support Service, providing strategic direction and leadership to grow and diversify housing supply through partnerships with private landlords, housing providers, and key stakeholders.
You will:
- Lead a dedicated team focused on sourcing accommodation, developing property portfolios, and creating sustainable housing pathways for residents at risk of homelessness.
- Work closely with senior leaders across Housing Services to shape strategy, influence policy, and drive service improvements aligned with Birmingham’s homelessness prevention agenda.
Primary Responsibilities
Your role will involve:
- Operational & strategic leadership of the Accommodation Finding Service.
- Driving growth in private rented sector (PRS) and alternative housing options to increase accommodation supply.
- Building and maintaining strong partnerships with landlords, housing associations, and housing providers.
- Overseeing property sourcing, accommodation matching, and inspection processes to ensure suitability and compliance.
- Utilising market intelligence, data, and research to identify new housing opportunities and improve service outcomes.
- Managing budgets, resources, and performance to deliver value for money and meet key targets.
- Providing strategic leadership, mentorship, and deputising support to the Head of Service when required.

About You
We are looking for a strategic leader with sharp commercial acumen and a proven history of delivering growth, partnerships, and service transformation. You should:
Must-Have Qualifications & Experience
- Significant senior leadership experience in sales, business development, housing, property, or a related field.
- Proven track record of achieving ambitious performance targets and delivering measurable business growth.
- Strong experience in developing and managing partnerships across diverse stakeholders (landlords, housing associations, public sector).
- Excellent negotiation, influencing, and relationship management skills.
- Experience in leading teams, managing performance, and driving continuous improvement.
- Knowledge of housing, homelessness, or PRS legislation and best practices.
- Ability to analyse complex data and translate insights into business cases, strategic plans, or practical solutions.
Key Person Specification (Required Qualities)
✔ Degree-level qualification or equivalent substantial professional experience. ✔ Strong commercial, sales, or business development expertise. ✔ Experience in managing complex services, budgets, and resources. ✔ Proven leadership, project management, and change management abilities. ✔ Ability to present complex information to senior stakeholders. ✔ A commitment to customer outcomes with a focus on preventing homelessness. ✔ Alignment with Birmingham City Council’s values and behaviours.
