Strategic Lead - Support Housing

Housing Modernisation & Partnerships Manager Permanent | Grade 6 | £54,495–£64,811 (consultation grade, subject to formal Pay Equity Review) | 36.5 hrs/week

About this Opportunity Birmingham City Council is seeking an experienced Senior Leader within its Housing Strategy function to drive innovation, transformation, and modernisation of housing services. This pivotal role will shape Birmingham’s housing strategy and deliver measurable improvements for residents through strategic partnerships and operational excellence.


Key Responsibilities

  • Lead high-impact strategic programmes focusing on modernisation, efficiency gains, and service transformation across Housing Services.
  • Develop and deliver housing strategies, business plans, and performance frameworks aligned with national policy, legislation, and local needs.
  • Translate legislative and policy changes into actionable service responses, ensuring Housing Services remain future-proofed.
  • Oversee commissioning, contract management, and partnership activity, including portfolio development and stakeholder engagement.
  • Drive data-led decision-making by leveraging performance insights, analytics, and intelligence to inform strategic priorities.
  • Craft business cases, funding bids, and transformation proposals to secure resource allocation for service ambitions.
  • Build and maintain strategic relationships with stakeholders, elected members, and senior leaders to drive change effectively.

About You

We are looking for a senior housing specialist with a rare combination of strategic leadership, transformation expertise, and cross-sector partnership skills.

Required:

  • Senior management experience in housing, public services, or related sectors.
  • Proven track record of leading large-scale change programmes, service improvement, or organisational transformation.
  • Deep familiarity with housing policy, local government legislation, and resilience challenges in housing services.
  • Strong ability to develop strategic documents (plans, frameworks, data-driven frameworks) and evidence-based business cases.
  • Expertise in stakeholder management, influencing at multiple levels, and partnership development.
  • Advanced analytical skills, with hands-on experience using data/insight tools for decision-making.
  • Political awareness and diplomatic acumen to navigate competing priorities in a complex environment.
