Permanent position Grade 6 – £54,495–£64,811 (Consultation grade – subject to formal evaluation under the Pay Equity Review)

Working 36.5 hours per week

About the Role
Birmingham City Council is seeking an exceptional Strategic Lead – Temporary Accommodation Service to lead one of the city’s most critical homelessness services.
This high-profile leadership role focuses on:
- Strategic and operational management of Temporary Accommodation provision across Birmingham.
- Ensuring homeless households receive suitable support and accommodation while the Council fulfils its statutory duties in a financially sustainable manner.
Reporting to the Head of Service, you will:
- Develop and implement innovative temporary accommodation solutions.
- Oversee major accommodation contracts and budgets.
- Drive service transformation to improve resident outcomes while reducing reliance on costly emergency provision.
Key Responsibilities
- Lead the strategic and operational delivery of the Temporary Accommodation Service.
- Develop and implement innovative approaches to procurement, supply, and contract management of temporary accommodation.
- Reduce reliance on unsuitable emergency accommodation while improving move-on outcomes for affected households.
- Oversee performance, utilisation, and financial management of accommodation provision city-wide.
- Lead large-scale service improvements, transformations, and efficiency programmes.
- Build strategic partnerships with housing providers, landlords, contractors, and key stakeholders to expand accommodation options.
- Use data, insights, and market intelligence to inform service planning, performance improvements, and future provision.

About You
We are seeking a strategic leader with substantial experience in managing complex housing services and driving change within a demanding operational environment.
You Will Bring
- Substantial senior management experience in homelessness, temporary accommodation, or related housing services.
- In-depth knowledge of homelessness legislation, housing policy, and temporary accommodation delivery.
- Experience managing at scale: large-scale services, contracts, budgets, and resources.
- A proven track record of service transformation, performance improvement, and delivering value for money.
- Strong commercial awareness, including procurement, contract negotiations, and partnership development.
- Outstanding stakeholder management, negotiation, and influencing skills.
- Ability to lead high-performing teams through change while maintaining a customer-focused approach.
