Job Summary

The Strategy Directorate drives NCA strategic mission through rigorous intelligence insights, performance insights, risk management and communications. We shape priorities and build influence across government, law enforcement and the public.

As the Strategic Planning Manager, you will play a key role in delivering strategic products, including the Annual Plan and Annual Report and Accounts, and leadership through the NCA's business planning process. You will lead projects and initiatives, analyse business intelligence, engage with a wide range of stakeholders, and contribute to strategic decision-making. The role offers the opportunity to gain a good understanding of the breadth of NCA activity, influence outcomes, improve efficiency and support delivery of the NCA mission.

Job Description

  • Plan, manage, commission and oversee Business Planning across the Agency: Develop a coherent and evidence-based Business plan. Bring together a network of command Subject matter experts across the breadth of the Agency to understand crucial areas of investment. Support the Strategic Planning Lead to brief the Agency's senior leaders and support decision making, enabling the senior leadership team to agree delegated budgets.
  • Plan and draft the Agency's Annual Plan, Annual Report and Accounts and other strategic products: Coordinate the work of internal and external partners to accurately reflect the work of the Agency. Collaborate across the Agency, and particularly closely with the Agency’s Strategic Finance and Strategic, Insight, Risk and Assurance (SIRA) functions. Engage with command SPOCs and the Agency's External Communications Team to ensure the documents are published to a high standard in line with guidance. Represent the Agency's strategic products to external partners including the Home Office, to obtain Ministerial support and clearance.

Duties and Responsibilities

  • Build and maintain effective relationships with internal and external stakeholders, including a working level command network, senior leaders and partner organisations.
  • Prepare high-quality briefings, reports and correspondence for senior leaders and external audiences.
  • Contribute to strategic planning and drive development of business plans.
  • Analyse and interpret data, evidence and stakeholder feedback to inform decision-making and recommendations.
  • Manage competing priorities and resources to ensure effective delivery of business objectives.
  • Identify risks and issues, developing mitigation strategies and escalating concerns where necessary.
  • Line manage staff, including setting objectives, conducting performance reviews and supporting professional development.
  • Foster collaboration across teams and departments to achieve shared outcomes.

Person Specification

  • An analytical and strategic thinker - able to recognise links between data sets.
  • Able to distil complex information into insights, tailored to the needs of a senior audience.
  • Experienced in delivering quality products to tight deadlines.
  • Confident in managing complex and conflicting priorities under pressure.
  • Strong skills in assessing and interpreting data, including performance and finance data.
  • Strong drafting and briefing skills.

Salary and Benefits

  • Salary: £55,575
  • Pension: National Crime Agency contributes £16,100 towards you being a member of the Civil Service Defined Benefit Pension scheme.
  • Annual Leave: New entrants receive 26 days annual leave, rising to 31 on completion of 5 years continuous service, plus 8 bank holidays.

Selection Process Details

  • Assessment: Your application will be assessed against the following:
    • Technical: Developing new products and Tailoring products to the audience.
  • Interview: The format of this assessment will be an interview.
  • Success Profiles: Behaviours and technical skills will be evaluated.

Vetting Requirements

  • SC Enhanced: Prior to commencing the role, you will need to successfully complete SC Enhanced clearance.
  • Substance Misuse Test: Individuals will be required to undertake and pass a substance misuse test as part of pre-employment checks.
  • Occupational Health: Successful candidates will be expected to undertake an occupational health assessment.
