Strategic Procurement Manager
Location: Watford, Hertfordshire
The Organisation
Our client is a family-run groundworks specialist with nearly five decades of experience supporting the modular construction sector. From site surveys through to civils construction and final landscaping, they deliver turnkey groundwork and enabling solutions that help their partners bring projects to life. Built on strong relationships, ethical working practices and a commitment to quality, their reputation has been forged through reliable delivery and exceptional service.
They are now looking for a Strategic Procurement Manager to join them on a full-time, permanent basis, working Monday to Friday, 7:30am – 4:30pm.

The Role
As the Strategic Procurement Manager, you will lead and develop our client’s procurement function, ensuring materials, plant and suppliers deliver the best value, reliability and performance for projects nationwide.

Working closely with the Managing Director, you will take ownership of supplier relationships, pricing, framework agreements and rebate structures across key procurement categories.
You will implement robust procurement processes, strengthen supplier coverage across England and Wales, and work proactively to ensure sites receive the right materials at the right time while protecting programme delivery and commercial performance.
Additionally, you will:
- Build and maintain a nationwide supplier network with strong regional coverage
- Improve delivery performance through forward planning, lead time management and proactive ordering
- Resolve order, delivery and invoice discrepancies to minimise cost leakage
- Develop category strategies aligned to project sequencing and operational requirements
- Monitor supplier performance using scorecards and performance reviews
About You
To be considered as the Strategic Procurement Manager, you will need:
- Materials buying experience, specifically within a groundworks, civils, or infrastructure subcontractor environment
- Experience of negotiating terms, frameworks, and supplier performance
- Excellent supplier relationship skills
- Strong commercial judgement and attention to detail
- Strong Excel skills for tracking, analysis, and reconciliation
