About the Role
As part of the SP Distribution Licence senior management team, this Strategic Project General Manager will provide strategic direction, assurance, and operational leadership across a portfolio of high-impact projects, ensuring alignment with regulatory, customer, safety, commercial, and operational objectives.
This pivotal position supports the rapid delivery of €3bn+ capital programmes under ED2 and ED3, with strong accountability for programme governance, risk decision-making, and stakeholder engagement.
Key Objectives
You’ll be responsible for orchestrating multiple complex projects whilst maintaining efficient and safe delivery. This includes:
- Ultimate governance & leadership of the portfolio, ensuring e.g. scope, cost, schedule, safety, quality and customer commitments are met.
- ** Risk escalation**, trade-off management and interfacing with external stakeholders (e.g. Network Operator Regulatory; Transmission; National Grid; Local Authorities).
- Optimising investments to deliver value-creation, commercial efficiency, and climate alignment.
- Championing a zero-harm culture, ensuring health, safety and environmental standards are met.
- Driving organisational transformation in line with the evolving ED3 Target Operating Model.
Responsibilities
Portfolio Leadership & Strategy
- Set strategic direction and priorities for the portfolio, aligning with business objectives under Iberdrola’s energy transition strategy.
- Provide assurance on investment decisions, ensuring projects are designed, built and delivered with cost-effectiveness, regulatory compliance, and net-zero outcomes.
- Manage portfolios across high-risk geographies, geological, environmental and commercial complexity to ensure delivery readiness.
- Align portfolios with ED3 principles, ensuring designs and deliverables meet commercial, customer and operational needs.
- Oversee complex stakeholder interfaces (Landowners, Developers, Legislators;) while managing consents, land access, and governance.
Programme Governance & Compliance
- Match portfolio-wide assurance with program objectives (safe, timely, effective) and report progress to subsidiary boards/monitoring committees.
- Ensure consistent alignment with RIIO frameworks, Oftel interim principles and health and safety standards.
- Interface directly with licensing, transmission,estates, legal and procurement teams to resolve programme risks, escalate issues, and resolve operational conflicts.
- Drive health and safety standards, rolling out evidence-based solutions for hazard control and workforce safeguarding, particularly during high-risk phases.
- Ensure technical, commercial and compliance deliverables meet design integrity through relationships with program offices, design/engineering and construction teams.

Accountability & Decision-Making
- Hold delivery managers accountable to safeguarding engagement, metric alignment and integrated delivery.
- Escalate high-impact issues to relevant boards; resolve inter-departmental disputes and foster collaborative outcomes.
- Lead the review of project reviews—Cost Benefit Analysis, Value Engineering, and Iterative Change Routes, ensuring decision matching meets portfolio wide objectives.
- Close aligned regulatory charter gaps at portfolio/ED level, ensuring all projects are active, today’s challenges resolved.

Requirements
Education & Certifications
- Degree in Engineering, Project Management, or related field.
- Supplementary project management qualification (preferably PRINCE2, PMP, Agile preview) highly valued.
- Dual pathology expertise (health & safety PPE/CMS + construction standards) a must.
Technical & Leadership Capabilities
✅ Must demonstrate sound, applied engineering/commercial knowledge across all stages of electricity distribution programme execution. ✅ Expertise in programme planning, risk management, and cross-functional collaboration. ✅ Line management experience in large-scale programme and construction delivery teams (min. 10+ years). ✅ Technical communication skills to confidently engage with customers, regulators, and delivery teams. ✅ Technical trenchwork for intricately connected distribution system design. ✅ Well-developed progressed of Rx Energy Net Zero / Go Everywhere (OPEX) and OFSTREAM methodologies.
