About the Role
The Strategy, Policy and Budget (SPB) Department drives AIIB’s strategic vision, ensuring alignment between operational policies, Business Plan and Budget (BPB), and sustainable investment priorities. It oversees policy development, compliance, and resource allocation to advance AIIB’s Corporate Strategy (CS) and support infrastructure initiatives with a strong sustainability focus.
The role of Policy and Strategy Officer is to assist in developing and implementing AIIB’s strategic framework while ensuring coordination among internal working groups, stakeholders, and the Bank’s quarterly/annual planning processes.
Key Responsibilities
Strategic Development & Implementation
- Support the deployment of Bank strategies and the execution of the Corporate Strategy (CS).
- Define and prioritise key strategic objectives, milestones, risks, and impacts across AIIB’s operations.
- Propose a logical sequence of actions to accelerate progress toward stated corporate goals.

Coordination & Stakeholder Engagement
- Facilitate collaboration across departments to ensure alignment with holistic institutional priorities.
- Serve as the focal point for topical working groups, advocating for data-driven decision-making.
- Conduct cross-departmental consultations to embed CS into operational goals and manage change.
Business Planning & Analytics
- Contribute to annual Business Plan (BPB) development, monitoring progress against objectives.
- Prepare analytical reports and documentation for both internal and external communications (e.g., stakeholder consultations).
- Perform or oversee data analytics to assess CS and BPB execution.
Representation & Influence
- Represent AIIB in internal and external engagements on strategy, finance, and development themes.
- Lead reflective tasks in response to the Director General of SPB's guidance.
Requirements

**5–8 years of relevant experience in:
- Strategy development and implementation
- Business planning (annual, quarterly)
- Institutional change management (structuring priorities, driving adoption)

Postgraduate qualification (Master’s or equivalent) in:
- Public policy, economics, business, finance, or related fields

Regional/multinational context relevant to development finance.

Proven expertise in corporate-level strategic frameworks, risk management, and financial instruments.

Insight into infrastructure sector, development finance, and emerging economic trends—preferably in Asia.

Expertise in strategically applied analytics (forecasting, scenario modelling).

Strong organisational acumen with a history of results.

Exceptional communication skills (English only).

Prefers & Advantages
- Experience in high-level consulting or working with international financial institutions.
- Stakeholder mapping in AIIB’s membership or region.
- Familiarity with procurement, environmental/social safeguards, or financial management strategies.
