Sub Agent – Net Zero Teesside Project (NZT)

Balfour Beatty has shaped iconic infrastructure worldwide for over 115 years, setting industry benchmarks. As partners to bp (British Petroleum), they are constructing Teesside’s first decarbonised industrial cluster—an integrated gas-fired power station with carbon capture and storage.
We’re hiring a dynamic Sub Agent to lead mobilisation works for the NZT Power, Capture and Compression Project based in Redcar and Cleveland.
Role Purpose
Responsible for establishing the essential depot, compound, welfare, logistics, security, services, and support infrastructure needed to enable wider construction. You will:
- Manage the daily delivery of a multi-discipline mobilisation package.
- Coordinate Section Engineers, Site Engineers, supervisors, subcontractors, and suppliers.
- Ensure safe delivery, engineering control, temporary works, planning, quality, commercial records, subcontractor oversight, and progressive handover.
What You’ll Be Doing
Financial Management
- Identify changes in drawings, specifications, works information, or site conditions and their impacts.
- Understand commercial/contractual implications (changes, delays, disruptions).
- Maintain records for compensation events and cost recovery.
- Control the section budget, tracking costs against planned outputs and resources.
- Review weekly costs, labour, plant, materials, and subcontractor productivity.
- Provide accurate, timely records to the commercial team.
Organisational Leadership
- Manage Section Engineers, Site Engineers, supervisors, and subcontractors.
- Coordinate with Sub Agents, package leads, engineering, commercial, planning, quality, and H&S teams.
- Ensure clear risk communication, prioritisation, and constraint awareness.
- Support skill development for junior engineers and staff.

Operational Delivery
- Plan and control daily/weekly site activities.
- Confirm resource readiness before allocation.
- Manage logistics, access, permits, drawings, temporary works, and inspections.
- Track progress against plan and resolve deviations.
- Maintain safe, organised work areas for follow-on trade transitions.
Technical Control
- Oversee engineering compliance for the allocated section.
- Review drawings, permits, surveys, and site data pre-work commencement.
- Identify design gaps and early technical issues.
- Coordinate setting-out, inspections, testing, and hold points.
- Liaise with designers, specialists, and temporary works teams.
- Ensure permanent and temporary works align with approved designs.
Who We’re Looking For
1. Safe Delivery & Leadership
- Lead the mobilisation section safely, embodying Zero Harm and environmental controls.
- Hold accountability for site teams, ensuring planning, briefing, resourcing, and control.
- Challenge unsafe practices.

2. Engineering & Temporary Works Expertise
- Review technical documentation pre-commencement.
- Flag design issues and temporary works requirements early.
- Coordinate surveys, inspections, and testing.
- Ensure compliance with project requirements.
3. Mobilisation Delivery
- Manage enabling infrastructure (earthworks, utilities, logistics, access, welfare).
- Integrate civils, M&E, and accommodation units.
- Confirm safe operational areas for trades.

4. Planning & Programme Coordination
- Maintain short-term programmes and delivery schedules.
- Monitor delay risks and define mitigation strategies.
- Avoid clashes and rework through proper subcontractor coordination.
5. Quality, Handover & Readiness
- Oversee ITPs, inspections, NCRs, and as-built records.
- Manage defect resolution, commissioning, and certification.
- Ensure operationally ready handovers.
6. Commercial & Subcontractor Control
- Maintain accurate site records (labour, plant, progress).
- Support change control and recovery efforts.
- Address poor subcontractor performance proactively.
