Job Summary

The Submarine Delivery Agency (SDA) is a part of the Ministry of Defence responsible for the procurement, in-service support, and disposal of the UK’s nuclear submarines. Our work is of unparalleled strategic importance nationally and internationally, ensuring the security of the UK’s continuous at-sea nuclear deterrent (CASD), and delivering some of the most technically complex programmes in defence. At least one of four nuclear-armed submarines, supported by smaller attack submarines, is on patrol at all times: 24 hours a day, 365 days a year.

This position is advertised at 37 hours per week.

The primary delivery location for this position is HMNB Devonport, Plymouth, PL2 2BG.

Please note, due to the level of security, this role is reserved for UK nationals only.

Job Description

The Facility Support Group (FSG) provides support and services to operational platforms at the Tidal X-Berths (TXB’s) as well as laid up submarines within 3 Basin in accordance with associated safety cases. The department oversees and endorses arrivals and departures of platforms, the operation of the berths, provision of shore services, provision of jetty services, delivery of maintenance activities and cranage. The department and Facility Operator (FO) are responsible to the Superintendent Submarines (SUSM) Duty Holder for ensuring that all facilities under the control of the Naval Base Commander (Devonport) (NBC(D) (Authorisee) are operated in accordance with its safety case. The Duty Holder is in turn responsible to the Authorisee to ensure that all activities undertaken within the facilities remain within the overall scope of the site’s Certificate of Authorisation and comply with Authorisation Conditions.

Core Role Responsibilities:

  • To assist the FSG manager in the management and administration of the TXBs and the 3 Basin Facility Safety Cases (FSC) and supporting documentation. This enables an extant and visible suite of documentation to be available to all associated stakeholders stipulating the correct and current rules and regulations that must be adhered to on the associated facility. An up-to-date safety case safeguards the operations and limits to all Naval platforms.
  • The development of Safety Management Arrangements (SMAs) for the TXB and vessels in 3 Basin to meet the requirements of the appropriate FSC and their supporting documentation. Well planned SMAs, along with good safety culture and organisational capability demonstrate that the Authorisee has adequate provisions in place to operate the whole facility safely.
  • On behalf of the FO monitor and review all Business Procedures (BPs) and Desk Instructions (DIs) applicable to the Facility Support Group (FSG) section via stakeholders and amend in line with biannual review dates.
  • To liaise with all stakeholders and interfaces that affect FSG documentation.
  • Monitor activities carried out and the services provided on the Authorised Sites to provide assurance that they adhere to current safety arrangements and processes documented in the FSCs. Grant access to the Authorised Site by administering familiarisation guidance and issuing T-cards as well as pre-approval.

Person specification

For This Role, We Are Seeking The Following:

  • Ability to interpret and challenge Facility Safety Cases.
  • Excellent written and verbal communications skills.
  • Strong team working skills and a collaborative approach that will support an operational output to support submarines at the Tidal X-Berth.

Essential Skills:

  • Chartered or Incorporated Engineering professional affiliation or has demonstrated equivalent knowledge, skills and experience.
  • Member of a relevant Professional Safety Institute or equivalent body.
  • Extensive experience of system safety policy and in system safety management tools & processes.
  • Substantial experience in a system safety role and experience of developing a safety management system.
  • Knowledge acquired from recognised system safety training courses.
  • Relevant Level 4 (or higher) qualification or equivalent experience.

Memberships

Member of a relevant Professional Safety Institute or equivalent body.

Evidence of the Qualification/Licence/Membership will be required at interview.
