Job Summary

This is an opportunity to join an established team of Supplier and Contract Managers within HM Land Registry’s (HMLR) Transformation and Technology Directorate (T&T), supporting BAU Operations and an exciting Transformation Programme. We seek to build successful partnerships with our Technology Suppliers to help us deliver our Business Strategy, and this post plays a pivotal role in delivering commercial and technical outcomes for the Business.

Job Description

This role is responsible for managing HM Land Registry’s portfolio of ICT suppliers and contracts, ensuring suppliers deliver value for money, high-quality services and meet contractual commitments. The postholder builds and maintains strong supplier relationships throughout the contract lifecycle, manages performance against KPIs and SLAs, resolves service issues and escalations, and drives continuous improvement. They also develop supplier strategies aligned to HMLR’s business and transformation objectives, assess market opportunities, manage risks and compliance requirements, and work with internal stakeholders to maximise the value and strategic benefits gained from supplier partnerships.

To be successful in this role, you will be required to demonstrate the following criteria throughout the recruitment process.

Essential Experience

  • Proven experience of providing leadership to junior colleagues, including coaching and mentoring and resourcing.
  • Establishing strong working relationships with suppliers and delivering value to the organisation.
  • Managing issue resolution and delivering improvements. Act as escalation point where required.
  • Managing full lifecycle of Contracts in business as usual and Project scenarios.
  • Managing change and the effects it has on teams/suppliers.
  • Developing service requirements.
  • Managing risks and issues.
  • Understand the influence strategy has on operational delivery.
  • Ability to interact with senior stakeholders in a constructive way, representing the interests of HM Land Registry.
  • Able to work in a logical, structured manner under time pressures to minimise risk in achieving desired outcomes.
  • Ability to evaluate and propose practical alternatives where issues arise in supplier management.
  • Has effective & influential communication skills (verbal & written) in particular the ability to both understand and translate “technical jargon”.
  • Embraces change and challenge (even if uncomfortable) and is able to adapt ways of working to deliver value early.
  • Has a sound understanding of financial budgeting and accounting.

Desirable/technical/skills Qualifications

  • Government Commercial Contract Management Foundation level accreditation.
  • Member of Chartered Institute of Procurement and Supply (CIPS) through qualification or working towards.
  • ITIL Service Management Foundation Certificate.
  • Agile / Project Management qualification.
