About the Role

Southwark Council is seeking an experienced, professionally qualified Surveyor to join their Property team.

This position will contribute to delivering a professional, high-quality, and cost-effective local authority property and regeneration service, placing a focus on estate management across the commercial property portfolio. Responsibilities include handling landlord and tenant casework, lettings, and wider property matters to advance the council’s strategic and operational goals.

The role also involves offering technical support and professional advice to ensure the council’s land and property are utilised efficiently, aligning with asset management, strategic land use, and regeneration objectives throughout the borough.


Key Responsibilities

  • Estate Management Casework

    • Oversee the effective management of the commercial property portfolio, covering landlord and tenant relations, lease renewals, rent reviews, and lettings.
    • Handle commercially significant and sensitive property matters requiring strong professional judgement.
  • Asset Management & Regeneration Support

    • Contribute to asset management and regeneration projects, adhering to corporate, statutory, regulatory, and professional standards.
    • Support transactions with significant long-term financial, operational, and community impact.

  • Project & Transaction Leadership

    • Lead on specific property projects that may have broad strategic implications.
  • Professional Advisory & Financial Support

    • Provide expert advice to senior managers on asset strategy, regeneration, and property transactions.
    • Conduct financial appraisals, support income management, debt recovery, budget monitoring, and capital receipts processes.
  • Procurement & Contract Management

    • Oversee negotiations, procurements, and contract approvals that facilitate the council’s projects.
  • Sensitive Negotiation & Compliance

    • Manage commercially critical negotiations involving stakeholders both within and outside Southwark.
    • Ensure compliance with government policies, financial constraints, and legislative requirements.

What You’ll Need

Core Requirements

  • Professional Qualifications

    • Be a Fellow or Member of the Royal Institution of Chartered Surveyors (RICS).
  • Strong Professional Experience

    • A proven track record in property management, landlord/tenant casework, and related estate management.
    • Extensive exposure to managing commercial property portfolios.
  • Knowledge of Local Authorities

    • In-depth understanding of local government property law, legislation, procurement, and asset management rules.
  • Wider Policy Awareness

    • Familiarity with government policies, financial pressures, and regeneration frameworks impacting councils.
  • Commercial Acumen

    • Ability to assess external market forces, risks, and trends and apply them to the Property business unit and Regeneration division.
