9-Month Fixed-Term Contract: Talent Acquisition Advisor

Portsmouth Water are delighted to have 9-month fixed-term contract opening for a Talent Acquisition Advisor within our People Team. You’ll play a key role in supporting hiring managers across the full recruitment lifecycle, from:
- Advertising and pre-screening
- Interviews and selection
- Making offers
As our Talent Acquisition Advisor, you’ll help attract the best people by:
- Keeping recruitment processes running smoothly
- Coordinating agency activity
- Championing opportunities for apprentices, students, and graduates
- Leading project delivery to strengthen recruitment processes, including:
- Managing recruitment campaigns
- Improving the applicant journey
- Developing our employer brand
- Building future talent pools
- Introducing cost-saving measures
This is a hands-on role – with every task, you’ll make a real impact on how Portsmouth Water hires now and in the future.
Key Responsibilities
Supporting the hiring process:
- Provide advice and critical decision-making guidance on talent acquisition and recruitment (from job posting to offer stage).
- Act as the go-to expert for hiring managers, addressing complex or highly qualified candidates effectively.
- Coordinate the development and consistency of company job descriptions, ensuring quality, controls, and version history are maintained.
- Support managers in developing and uploading job advert content across multiple platforms, including:
- Internal and external digital channels
- Social media
- Career websites
Driving talent development and engagement:
- Promote internal mobility by identifying talent growth paths (career progression or secondments).
- Assist with CV reviewing and shortlisting based on job and person specification requirements.
- Ensure fair and EEO-compliant selection processes, including accessible interview materials and equality, diversity, and inclusion (EDI) adherence.
Ensuring compliance and efficiency:
- Maintain all recruitment-related documentation and processes in accordance with GDPR requirements.
- Oversee pre-employment checks, such as DBS clearance, and compliance with UK labour laws.
- Liaise with the Procurement team to develop and maintain a preferred agency supplier list, negotiating discounted terms for permanent and temporary hiring.
- Monitor and manage contractor compliance, ensuring IR35/Off Payroll Working Rules are followed.

Broader stakeholder engagement:
- Coach new hiring managers to enhance interviewing and assessment skills.
- Deliver a consistent “core service” to internal and external contacts, prioritising accuracy and response time.
- Attend and deliver recruitment events, community outreach, and employer branding initiatives to position Portsmouth Water as an employer of choice.
Skills, Qualifications & Competencies
Essential Criteria:

Proven experience in in-house recruitment or talent acquisition, across all organisational levels.

Interviewing and assessing candidate skills, including competency-based and strengths-focused assessments, at all grades of seniority.

Experience in developing job advert content for diverse platforms:
- Career websites
- Social media channels
- Internal and external communications tools

Strong working knowledge of UK employment law, workplace equality policies, and compliance regulations, including:
- Applicant confidentiality, reference processes, and data protection.
- Agency worker legal frameworks.
- Contractor IR35 status requirements.

aitability completing pre-employment checks, including DBS Criminal Record Checks, past CVs, and evidence of previous candidate spend files.

Ability to build trusted relationships with recruitment agencies and effectively liaise with third-party providers.

Exceptional attention to detail, ensuring accuracy in hiring documentation and candidate data.

C-level communication skills for:
- Supportive stakeholder alignment.
- Complex and high-volume candidate inquiries.
- Clear role clarification for hiring/managers.

Adaptability in balancing multiple priorities with adaptability—prioritising workload to meet tight deadlines.
Preferred Qualifications:
- CIPD Level 3 or R Eindustry REC (Recruiter Excellence Council) qualification, or equivalent professional experience/expertise.
