About the Role
Role: Talent Acquisition Manager
Location: Birmingham (SCC operate hybrid working, which comprises of a mix of office and home working)
Contract Type: Permanent
Salary Package: Competitive salary plus large company benefits, a broad flexible benefits scheme, and 2 paid-for volunteering days a year
Hours: 9.00 am – 5.30 pm, Monday–Friday
Interview Process: 2-stage process

Role Purpose
The Talent Acquisition Manager will lead and evolve our recruitment strategy, delivery, and partnerships. This role is responsible for:
- Managing an offshore internal Talent Acquisition team alongside an external Recruitment Process Outsourcing (RPO) provider.
- Ensuring a high-quality, efficient, and scalable hiring function aligned to business goals.
- Playing a critical role in shaping the organisation's talent strategy.
- Enhancing employer brand and attracting and hiring top talent across all functions.
Key Responsibilities
Talent Acquisition Strategy
- Develop and deliver a forward-looking talent acquisition strategy aligned to business growth plans.
- Partner with senior stakeholders to understand workforce planning needs.
- Build relationships with local schools, colleges, universities, and attend Careers Fairs.
- Use data and market insights to inform hiring approaches and priorities.
Team Leadership (Internal TA)
- Lead, coach, and develop the internal Talent Acquisition team.
- Set clear objectives, performance metrics, and development plans.
- Foster a high-performance, candidate-centric culture.

RPO Management & Vendor Oversight
- Act as the primary relationship owner for the RPO partner.
- Define and monitor SLAs, KPIs, and delivery outcomes.
- Ensure alignment between internal teams and RPO recruiters.
- Conduct regular performance reviews and drive continuous improvement.
- Manage contract, scope, and commercial considerations.
Recruitment Delivery
- Oversee end-to-end recruitment across all roles, ensuring quality, speed, and consistency.
- Ensure a best-in-class candidate experience across all touchpoints.
- Support hiring for critical or senior roles where required.
Stakeholder Management
- Build strong relationships with senior leaders and hiring managers.
- Provide expert advice on hiring strategies, market conditions, and talent availability.
- Influence and challenge stakeholders where appropriate.
Employer Branding & Attraction
- Partner with Marketing/People teams to strengthen employer brand.
- Develop innovative sourcing strategies and campaigns.
- Ensure consistent and compelling candidate messaging.
Process, Systems & Compliance
- Optimise recruitment processes for efficiency and scalability.
- Manage and ensure effective use of ATS (Applicant Tracking System) and recruitment technologies.
- Maintain compliance with employment legislation and company policies.
- Promote inclusive hiring practices and diversity objectives.
Data & Reporting
- Track and analyse recruitment metrics (time-to-hire, quality of hire, cost, diversity, etc.).
- Provide regular reporting and insights to leadership.
- Use data to drive continuous improvement and decision-making.
Skills and Experience
Essential:
- Proven experience in Talent Acquisition leadership roles.
- Experience managing both in-house recruitment teams and RPO providers.
- Strong stakeholder management and influencing skills.
- Commercial awareness and experience managing budgets/vendors.
- Data-driven approach to recruitment strategy.
- Excellent communication and leadership capability.
