Target Operating Model Consultant | SC Cleared | Central Government | 4-Month Contract | £550 per day
I'm currently supporting a major Central Government transformation programme and am looking to speak with experienced Target Operating Model (TOM) Leads to support the design and implementation of a future operating model for a high-profile service transformation.
This is an excellent opportunity to play a key role in shaping how a critical public service will operate in the future.
The Role
As the Target Operating Model Lead, you'll be responsible for designing and implementing the future operating model, ensuring the organisation, processes, governance and capabilities are ready to support the new delivery model.

Key Responsibilities
- Lead the design of the future Target Operating Model (TOM) across people, process, technology, governance and data.
- Define future-state services, operating processes, organisational structures, and roles and responsibilities.
- Develop implementation roadmaps and business readiness plans.
- Work closely with change, operational and delivery teams to embed the TOM into business-as-usual operations.
- Facilitate workshops and engage senior stakeholders to build alignment and secure buy-in.
- Collaborate with suppliers and internal teams throughout implementation.

Essential Experience
- Proven experience leading Target Operating Model (TOM) design and implementation.
- Strong background in organisational design, service transformation and operating model delivery.
- Experience defining governance models, operating processes and future-state organisational structures.
- Demonstrable experience delivering change within Central Government or another complex, regulated environment.
- Excellent stakeholder management and workshop facilitation skills.
- Active SC Clearance is essential.
