Team Leader - Operations and Development

Team Leader (Early Years) – South Gloucestershire Council

How You’ll Make a Difference

As a Team Leader, you will help ensure:

  • All children receive safe, high-quality provision
  • Early identification of special educational needs and disabilities (SEND) for timely support
  • Sustainable, accessible outcomes for families and communities

The Early Years team operates under the Education, Learning and Skills Division of the Department for People, with responsibility for:

  • Ensuring sufficient childcare availability across South Gloucestershire
  • Driving excellence in early years practice

What You Will Be Doing

Leadership & System Management

  • Lead financial and operational systems in early years to ensure they are efficient, robust and fit for purpose
  • Provide strategic and operational leadership to a small team, handling day-to-day management
  • Ensure compliance with statutory expectations and council frameworks

Systems & Quality Assurance

  • Design, implement, and maintain compliant systems supporting early years contracts and programmes (e.g., Best Start in Life)
  • Generate accurate and timely information for service delivery, monitoring, and decision-making
  • Align with Department for Education (DfE) requirements and contractual obligations

Stakeholder Engagement

  • Build and maintain strong working relationships with internal and external partners
  • Lead and manage stakeholder consultations and meetings

Finance & Performance

  • Act as the primary financial liaison between early years and the wider service
  • Oversight of:
    • Payments to providers
    • Funding claims and management of financial returns
    • Performance against key accountability measures
  • Develop financial strategies, including funding bids

  • Lead promotion and marketing of early years services
  • Enhance community visibility through:
    • Digital platform management
    • Website and secure provider portals
    • Social media presence

What We Need From You

Qualifications & Experience

  • Level 5 qualification or above in:
    • Early years
    • A relevant/transferable degree or equivalent experience in:
      • Early years
      • Project management
      • Systems development
      • Finance
  • Proven management experience with:
    • Project delivery leadership
    • Work allocation, performance monitoring, and staff support
  • Ability to quickly develop expertise in:
    • Early years legislation and policy
    • National and local frameworks

Skills & Competencies

  • Strong interpersonal skills with:
    • Relationship-building expertise
    • Advising and collaborating on early years-related matters
  • Excellent communication skills (written and verbal) for:
    • Reporting and presentations
    • Handling complaints and contentious issues
    • Providing briefings

What You Need To Know

Role Location & Requirements

  • Hybrid working model: Office at Badminton Road, Yate, with remote work options
  • Enhanced DBS check mandatory for this role

Travel & Expenses

  • Full, valid driving licence required with regular access to a vehicle (or alternative transport)
  • Mandatory addition of business insurance to your policy
  • Claimable mileage expenses available
