United Form Construction Group is seeking an experienced Team Leader / Resident Engineer to lead the supervision of a major wastewater treatment infrastructure project financed by international development partners.
The successful candidate will be responsible for the overall management, coordination, contract administration, and supervision of the construction, rehabilitation, and upgrade of wastewater treatment infrastructure, ensuring delivery in accordance with FIDIC Conditions of Contract, international best practices, and project requirements.
Key Requirements
- Master's degree (MSc) in Civil Engineering, Environmental Engineering, Water Engineering, or a related discipline.
- Minimum 15 years of professional experience in the water and wastewater sector.
- Minimum 7 years of experience managing multidisciplinary and/or multicultural teams of senior professionals.
- Minimum 7 years of international experience in the supervision of water and wastewater infrastructure projects implemented under FIDIC Conditions of Contract.
- Experience as Team Leader, Resident Engineer, or equivalent on at least one completed wastewater treatment plant (WWTP) construction, rehabilitation, reconstruction, extension, or upgrade project within the last 20 years.
- Experience on a WWTP project with a treatment capacity of at least 100,000 Population Equivalent (PE).
- Proven experience in projects implemented under FIDIC Conditions of Contract.
- Experience in commissioning and operation of wastewater treatment plants, including sludge treatment systems, anaerobic digesters, and biogas facilities.
- Previous experience in Moldova or neighbouring countries is highly desirable.
- Excellent written and spoken English is essential. Knowledge of Romanian, Russian, or other regional languages is considered an asset.

Key Responsibilities
- Lead and coordinate the multidisciplinary supervision team.
- Act as the primary interface between the Client, Contractor, Engineer, and key stakeholders.
- Administer the construction contract in accordance with FIDIC requirements.
- Supervise construction activities to ensure compliance with technical, contractual, environmental, health, and safety requirements.
- Review and approve technical submissions, designs, work programmes, and contractor deliverables.
- Monitor project progress, quality, costs, and schedule performance.
- Manage variations, claims, disputes, and project risks.
- Supervise testing, commissioning, and operational acceptance activities.
- Provide technical oversight on wastewater treatment processes, sludge treatment facilities, anaerobic digestion systems, and biogas recovery installations.
- Prepare project reports and ensure successful project completion and handover.
