Team Manager: Allocations and Applications Project Team
Fixed Term for 23 months
Grade D – £45,091 – £53,460 per annum (consultation grade - subject to formal evaluation under the Pay Equity Review)
Working 36.5 hours per week

About the Role
Birmingham City Council is seeking an experienced and driven manager to lead the Applications and Allocations function within a dedicated project team. This is a high-impact role that will enable you to play a central part in delivering transformation across the Housing Solutions and Support Service.
You will support major strategic programmes, including:
- Housing Allocations Policy Review
- Implementation of a new Choice Based Lettings (CBL) IT system
These initiatives are vital to:
- Improving fairness, transparency, and efficiency in housing allocations
- Helping the Council respond to increasing demand and complex housing needs
This role provides dedicated capacity to lead and coordinate key project activity while ensuring frontline services remain unaffected.

Key Responsibilities
In this project-focused leadership role, your core responsibilities will include:
- Leading the coordination and delivery of key transformation projects within Applications and Allocations
- Overseeing project management activity, including:
- Planning, reporting, and delivery tracking across workstreams
- Risk, issue, and dependency management to ensure timely and high-quality delivery
- Coordinating stakeholder engagement, facilitating cross-service collaboration and communication
- Supporting testing, mobilisation, and implementation planning for new systems and processes
- Leading the development and assurance of:
- Housing allocation policies
- Procedures and frameworks
- Delivering consultation, communication, and training to support change implementation
- Managing large-scale data migration and validation, ensuring:
- Accuracy and integrity of housing application records
- Ensuring compliance with legislation and alignment with the Council’s Allocation Scheme
- Monitoring performance and using data and insight to drive continuous improvement
- Balancing project delivery with business-as-usual priorities in collaboration with operational teams
- Leading and developing staff, embedding a high-performing and adaptable team culture

About You
We are looking for a confident and skilled manager able to drive complex projects and change in a fast-paced, evolving environment.
Essential Criteria
- Significant experience in housing allocations, lettings, or a related field
- Strong project delivery, programme coordination, or service transformation experience
- Solid understanding of:
- Housing allocation frameworks
- Relevant policy
- Legislation
- Proven leadership and people management skills within a performance-driven environment
- Excellent stakeholder management and influencing abilities across multiple services
- Strong analytical skills with the ability to:
- Interpret complex data
- Use insights to improve performance
- Experience in:
- Managing risk
- Resolving issues
- Coordinating complex dependencies
- Ability to:
- Manage competing priorities
- Deliver outcomes in a challenging environment
- Experience in:
- Delivering training, consultation, and engagement activity
- Proactive, solutions-focused approach with:
