Job Description
The GTA position is responsible for giving technical guidance to the global team and Research and Data services. The operating office will be The Eagle Lab, Douglas for this role.
Responsibilities
The position is normally full-time, and it is expected that the position holder work five days per week (9:00 a.m. – 5:00 p.m.) in the office to which he/she is assigned, carrying out his/her tasks under the supervision of the Chief Executive Officer/Managing Consultant.

The Position Holder Is Expected To Execute The Following
- Provide technical leadership and oversight of MERL strategic approaches across Qualiquant’s projects. Work closely with project teams as a subject matter expert and ensure quality program delivery by identifying MERL technical needs and providing technical assistance.
- Introduce new MERL techniques and approaches, and continuously strengthen current approaches and tools ensuring they are informed by the latest evidence and industry best practices. Develop and implement technical training for Qualiquant’s staff and partners.
- Supervise, mentor and support project-level MERL technical leads to apply Qualiquant’s MERL Policy, and to design, develop and oversee project MERL plans and systems.
- Support the development of a strategic approach to learning and knowledge sharing within and across projects, leveraging industry best practices.
- Lead the advancement of Qualiquant’s Learning Agenda, including identification and implementation of research and evaluation activities and development of data visualizations and learning products. Support the communication of program findings addressing the Qualiquant’s Learning Agenda, through internal and external audiences and communities of practice that raise Qualiquant’s visibility and contribute to the youth development sector.
- Lead external engagement, including representing Qualiquant’s in global and regional meetings and communities of practice and in communicating results, impact and learning at high-level funder meetings.
- Cultivate and maintain strong relationships in the international development and youth sectors and MERL communities, including representing Qualiquant’s in relevant events, conferences, and communities of practice.
- In partnership with Qualiquant’s Knowledge Management function, ensure coordination and information sharing on program results and approaches across the Qualiquant’s home and country offices.
- Ensure that key project information, performance, and learning for assigned projects is tracked through Qualiquant’s Systematic Tracking and Organization Records Management i.e. HRIS System, in line with Qualiquant’s practices and protocols.
- Provide technical leadership and support on strategy-level reporting for Qualiquant’s strategic objectives, including refining measurement approaches and tools, and reporting on agency-level performance.
- Support BD for public, corporate, and foundation donors by building Qualiquant’s competitive knowledge base, leading or providing technical input to MERL and project design, and serving in lead roles, including lead writer, on proposal teams.
- Other duties as assigned (outside of CORE Responsibilities).

Competencies

The ability to support the analysis and interpretation of data in support of decision-making and convey information succinctly. Knowledge of programming language to wrangle data for decision making. Familiarity with queries, report writing and presenting findings. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities.

Education
The position holder must hold at least a master’s degree in the field of research and/or data analytics.
Work Experience
A minimum of 8 years working experience is required to apply for this role. The post holder must have the ability to use data to advance decisions, strategies, and execution of projects.
- Must have managed research projects with international development organisations and skilled with report writing.
- Knowledge of Python is an advantage.
- Understanding data modeling using self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau, or similar) is an advantage.
Languages
Fluency in spoken and written English is required for this role.
Remuneration
The remuneration for this position is competitive with international standards.
