Role: Business Analyst (Contract) - £530 P/D Outside IR35
Programme: Public Sector Digital Transformation
Phase Focus: Project Mobilisation, Discovery, and Alpha
Framework Alignment: GDS (Government Digital Service) Service Standard

The Business Analyst will lead the analytical engine of a fast-paced, multi-disciplinary agile team during the critical early lifecycle phases (Discovery and Alpha). The primary objective is to translate policy intent, user research, and operational complexity into structured, actionable insights, shaping the evidence base required to pass formal GDS assessments.

Project Mobilisation & Discovery

  • Ambiguity Resolution: Navigate complex, ambiguous policy landscapes to establish clear boundaries, scope, and traceability for the incoming service.
  • Stakeholder Alignment: Facilitate high-impact workshops to unite policy, operational, and technical stakeholders behind a shared vision.
  • As-Is Process Mapping: Document current-state user journeys, back-office workflows, and systemic pain points to establish a baseline.
  • AI-Augmented Analysis: Practically leverage AI tools to accelerate the synthesis of research data, draft process documentation, perform gap analyses, and capture requirements efficiently.
  • GDS Assessment Readiness: Ensure all analytical outputs (traceability matrices, data flows, business rules) meet the rigorous evidence standards required by Central Government assessors.

  • Proven track record delivering digital engagements within Central Government or the wider Public Sector.
  • Deep operational knowledge of the GDS Service Standard and the lifecycle transitions.
  • Experience working embedded within multi-disciplinary agile delivery teams (Product, Design, Research, Engineering).
  • Mastery of standard BA toolsets (e.g., Miro, Jira, Confluence, Visio) for process mapping, user storytelling, and dependency tracking.
  • Ability to maintain high-quality analysis at pace under changing policy requirements.
  • Thriving in Uncertainty: Comfortable operating in the "blank canvas" stages of a project, creating structure where none exists.
  • Lean & Innovative: A mindset focused on finding smarter, leaner ways to surface and validate user needs without creating bloated documentation.
