The Property Directorate operates as a customer-focused organisation committed to enabling governmental collaboration and efficient productivity. With a portfolio valued at £9.3 billion, we deliver high-quality facilities, health & safety, fire safety, security, and digital construction services, including building and technical standards development.
The Technical Services team is responsible for broadening Building Information Modelling (BIM), digital construction, and modern methods of construction under the Cabinet Office’s Government Construction Strategy. This role contributes to targeting digitisation, sustainability, and cost efficiency across government estates.
Key Role Responsibilities
Strategic Direction & Change Management
- Drive the strategic development of technical standards, specifications, and design guides, focusing on sustainability, standardisation, and digitalisation.
- Lead merge and implementation of cross-discipline projects while ensuring alignment with Health & Safety, Legislative, and Digital Strategies.
Coordinating Stakeholder & Expert Alignment
- Act as primary liaison between Technical Standards Team, Climate and Sustainability Unit, and Property Services to align policies.
- Bridge gaps in collaboration between BIM, Digital, and Cross-Team словно align our standards with overall construction and digital strategy.
Digital and Innovation Leadership
- Develop templates and guidelines for new standards that provide consistency and drive automation.
- Operate the Property Design Hub – the central platform for digital standards management, and drive its innovation in collaboration with digital teams.
Procurement & Business Improvement
- Lead digital transformation tasks, ensuring compatibility with previous technical, Information Management, and sustainability initiatives.
- Arrange communication plans to enhance stakeholder consultation and awareness of changes.
- Manage trend analysis and future industry projections to create plans for evolving technical standards.
- Instigate procurement processes for software/tools supporting standard development.

Technical Ownership & Knowledge Leadership
- Ensure enterprise-grade sustainability standards by validating policies across the entire property portfolio.
- Represent the ministry in internal and external boards where relevant to formulations and workforce decisions.

- Successfully developed/amended technical documentation in prior roles to support industry adoption.
- Fulfill at least one of the following:
- Graduate in a construction-related discipline
- Recognized chartered membership in the property/tech fields from registered institutions, e.g. RICS, CiQ, Chartered Survey
