About us

The Safety & Compliance Team is a dynamic team which exists to work within the Directorate of Estates & Facilities and the wider university environment to ensure that the directorate performs all of its health & safety legislative and statutory duties. The team covers all aspects of safety and compliance for the university including Legionella / water safety, asbestos, fire, health and safety and statutory compliance. The Technical Compliance Manager (Legionella) is a key member of team who provides expert advice and support to the directorate on the control of legionella bacteria and other water related risks. The team is based at Waterloo campus, but provides support across the entire KCL estate.

About the role

The role holder will work with the Head of Technical Compliance and estates and facilities colleagues in:

  • Ensuring the Directorate of Estates & Facilities complies with its duties under the Health & Safety at Work (etc) Act (HASWA) and in particular the duty to control legionella bacteria as stipulated under Regulation 3 of The Management of Health and Safety at Work Regulations and Regulations 6 and 7 of the Control of Substances Hazardous to Health Regulations.
  • Ensuring that processes and procedures are implemented and carried out in line with university policies and procedures.
  • Managing and administering university’s Electronic Water Logbook and ensure that planned preventative maintenance and corrective tasks are aligned to university and Estates policies and procedures.
  • Providing professional advice and guidance to the Directorate regarding water safety and legionella compliance associated with operational activities, construction works and projects.
  • Monitoring and reviewing of health and safety arrangements associated with legionella compliance and water safety.
  • Management of legionella consultancy contract and supporting the directorate in contract management of water treatment / hygiene contracts
  • Management of audit regime to ensure continuous improvement with regards to legionella management and water safety

This is a full-time post (35 hours per week) and you will be offered an indefinite contract

About you

To be successful in this role, we are looking for candidates to have the following skills and experience:

Essential criteria

  • Educated to degree level in a science related subject or demonstrable competency evidenced by industry specific qualifications such as City & Guilds Certificate in Legionella (including Risk Assessment of Water Systems), BOHS (P900, P901, P903 and P904) qualification or equivalent and suitably qualified with extensive relevant experience in a similar role.
  • Minimum of 5 years experience working in legionella management / water safety with a comprehensive knowledge of water safety and compliance and health and safety legislation and committed to own ongoing professional and personal development.
  • Experience of producing high quality reports and correspondence and giving clear oral reports/presentations
  • High degree of competence in IT skills, e.g., use of Microsoft Office, PowerBI (or similar) and the ability to learn new software and new systems.
  • Good organisational skills and ability to work to competing deadlines
  • Ability to work effectively alone and across multi-disciplinary teams

Desirable criteria

  • NEBOSH general Certificate / Diploma
  • Experience of working within or as a consultant to the Higher Education or NHS sectors
  • Have demonstrable experience in: Contractual practices and procedures, Procurement, Building construction and engineering.
  • Previous experience of working with closed water systems
  • Previous experience of other risk systems, including rainwater harvesting, cooling towers, humidification, irrigation systems etc.
