Operating from our head office, warehouse, and purpose-built training centre in Hertford, we deliver high-quality electrical services while continuously developing and supporting our people.

General Description The Technical Manager is responsible for providing technical leadership, governance and assurance across all compliance, maintenance, fire and security contracts delivered by Fixatex. Reporting to the Head of Compliance & Quality Assurance (HOCQA), the post-holder acts as the company’s senior technical authority, ensuring that all testing, inspection, certification, maintenance and remedial works are delivered in accordance with applicable legislation, British Standards, accreditation requirements, client specifications and company procedures. The Technical Manager provides technical support and oversight to Contract Managers, Qualified Supervisors, Site Supervisors, Engineers and specialist subcontractors across all business divisions, including Electrical Testing, Maintenance, Active Fire Safety and Security Systems. The role is responsible for driving technical consistency, maintaining competency standards, supporting accreditation compliance and ensuring high levels of quality assurance across all operational activities. The post-holder supports the HOCQA in maintaining NICEIC, BAFE and other industry accreditations, leads technical audits and inspections, manages technical training and competency frameworks, and acts as the escalation point for complex technical issues, defects, non-conformances and compliance risks.

Responsibilities and Duties Technical Leadership & Governance Act as the company's senior operational technical authority for electrical, fire safety and specialist compliance activities. Provide technical support and guidance to Contract Managers, Qualified Supervisors, Site Supervisors, Engineers and Administrators across all contracts. Ensure technical standards, company procedures and client requirements are consistently applied across all operational activities. Review and approve technical policies, procedures, inspection methodologies and compliance processes. Act as the escalation point for complex technical queries, defects, compliance concerns and engineering decisions. Support mobilisation of new contracts by reviewing technical requirements, compliance obligations and resource competency requirements. Quality Assurance & Technical Compliance Develop and maintain technical assurance processes to ensure works are delivered in accordance with applicable legislation, standards and accreditation requirements. Conduct technical audits, site inspections, quality reviews and post-inspections across all business divisions. Review testing, inspection and certification processes to ensure technical accuracy and compliance. Support investigation of technical non-conformances, complaints, defects and incidents, identifying root causes and implementing corrective actions. Monitor technical performance trends and provide recommendations for continuous improvement. Ensure compliance with all applicable statutory obligations, including Electrical Safety Standards Regulations, Building Safety requirements, Awaab’s Law obligations and client-mandated compliance procedures. Accreditation & Audit Management Support the HOCQA in maintaining NICEIC, BAFE and other industry accreditations. Lead technical preparation for external assessments, surveillance audits and accreditation inspections. Conduct internal technical audits and compliance reviews to ensure continual accreditation readiness. Review audit findings and implement corrective and preventative action plans. Support contract teams during client audits, technical reviews and compliance inspections. Competency, Training & Development Develop and maintain technical competency frameworks across all operational disciplines. Work with Contract Managers and Qualified Supervisors to identify skills gaps and competency risks. Develop and deliver technical training programmes, toolbox talks, technical updates and competency assessments. Ensure all technical staff maintain appropriate qualifications, accreditations, competency assessments and CPD records. Support apprenticeship programmes, development pathways and succession planning initiatives. Monitor engineer performance, audit outcomes and training effectiveness to drive continual improvement. Certification & Technical Documentation Provide oversight of certification standards across all contracts. Review technical documentation, inspection reports, test results and certification processes to ensure compliance and consistency. Support Qualified Supervisors with certification reviews and technical sign-off requirements. Ensure technical records, audit documentation and compliance evidence are maintained in accordance with company procedures and accreditation requirements. Assist in the development of standardised certification and reporting templates. Contractor & Supply Chain Oversight Provide technical oversight of specialist subcontractors operating across maintenance, fire and security contracts. Review subcontractor competency, qualifications, accreditations and technical performance. Conduct technical audits of subcontractor works and ensure compliance with contractual and statutory obligations. Support Contract Managers with technical evaluations, performance reviews and corrective action plans where required. Health, Safety & Compliance Work closely with the Health & Safety function to ensure technical and safety compliance are aligned. Review RAMS, technical methodologies and safe systems of work for compliance with industry standards and legislative requirements. Support investigations into technical incidents, dangerous occurrences and near misses. Promote a culture of technical excellence, compliance and continuous improvement throughout the business. Business Improvement & Leadership Support the HOCQA in developing compliance strategies, technical standards and business improvement initiatives. Produce technical performance reports, audit findings and compliance updates for senior management. Attend client meetings, accreditation reviews and technical working groups as required. Contribute to operational planning, mobilisation activities and business growth initiatives from a technical perspective. Undertake any other duties reasonably requested by the HOCQA, COO or Directors.

Qualifications Required City & Guilds NVQ Level 3 Electrotechnical Qualification or equivalent. AM2 Practical Assessment. City & Guilds 2391-51 (Inspection & Testing) or equivalent. City & Guilds 2382-18 (BS 7671 Requirements for Electrical Installations). Demonstrable experience operating as a Qualified Supervisor, Technical Manager or equivalent senior technical role within an NICEIC, NAPIT, BAFE or similarly accredited environment. Detailed working knowledge of BS 7671, Electrical Safety Standards Regulations and electrical compliance requirements within social housing environments. Strong understanding of technical compliance, certification, auditing and quality assurance processes. Experience leading technical audits, inspections and competency assessments. Strong IT skills including Microsoft 365, certification software, compliance platforms and mobile workforce systems. Preferred FIA qualifications in Fire Detection & Alarm Systems. SMSTS and IOSH Managing Safely (or NEBOSH General/Construction Certificate). Working knowledge of BS 5266, BS 5839, BS EN 62305, BS 7273 and related compliance standards. Experience supporting NICEIC and BAFE accreditation assessments. Experience within social housing, public sector or regulated residential environments.
