Technical Manager / Technical Director – Transport Planning

About Sweco and the Role
Do you enjoy being part of a dynamic and inclusive team where respect for people is a priority? Sweco is seeking an experienced Technical Manager / Technical Director to help grow and shape their Transport Planning team in Birmingham.
Located within a busy, established department with a strong pipeline of public sector clients across the Midlands and north of England, you’ll help shape strategies, projects, and foster innovation in transport planning.
We are seeking an ambitious, dynamic professional to:
- Influence our strategic direction.
- Actively drive the future growth of our Transport Planning team and wider department.
- Bring technical leadership, thought leadership, and strategic vision to elevate our transport planning services.
The Team and Your Impact
You’ll join a group of highly skilled professionals delivering a diverse range of transport planning services for public and private sector clients. As a senior technical authority, your responsibilities include:
- Ensuring client outcomes and project quality.
- Guiding technical excellence.
- Mentoring colleagues.
- Growing key stakeholder relationships through trusted transport planning expertise.
Key Responsibilities
1. Technical Leadership
- Act as the technical lead, subject matter expert, or senior reviewer for projects such as:
- Transport strategies
- Business cases
- Appraisal studies
- Multi-modal transport assessments
2. Project Leadership
- Develop robust business cases and funding bids for major public sector transport initiatives.
- Prepare Transport Assessments, Travel Plans, and support complex planning applications.
- Collaborate on high-impact schemes, including recent work in:
- Bradford City Centre (regeneration)
- Stoke-on-Trent (very-light rail)
- Manchester City Centre improvement schemes (including A62 upgrades worked with National Highways)
3. Strategic Growth
- Drive innovation and smarter work practices to enhance how we deliver transport projects.
- Contribute to bid and framework engagements, particularly with local authority and public sector clients.

4. Thought Leadership & Mentorship
- Guide junior team members, fostering technical excellence in transport planning.
- Elevate the entire department’s capabilities and ensure alignment with best practices.
5. Commercial Responsibilities
- Oversee project budgets, deliverables, and quality standards.
- Maintain commercial awareness throughout the project lifecycle.
- Commit to a sustainable approach to work-winning, improving our bid success rate.
Requirements
Essential Skills & Experience
- Extensive transport planning experience, including:
- Delivery-focused expertise and public/private sector client management.
- Experience building strong, long-term relationships with industry stakeholders.
- Technical leadership ability with a passion for mentoring others (no line management required).
- Expertise in leading transport planning projects, including:
- Transport strategy development
- Business case and funding bid assessments
- Multi-modal assessments aligned with policy goals
- Strong project & stakeholder management skills with proven budget/resource efficiency.
- Effective written and verbal communication, with the ability to convey complex technical findings to client and senior audiences.
- Minimum of a Chartered (relevant) professional qualification (CTPP or equivalent).
- Decisive decision-making, strategic influence, and commercial awareness.
Desirable (Bonus Points)
- Proficiency in transport economics, multi-modal appraisals, and financial assessments.
- An advanced Master’s degree in related areas.
