About the Role

The Technical Officer will work within the Asset Management division, undertaking inspections of council assets to diagnose and resolve building-related problems while adhering to internal procedures.

Key Responsibilities

  • Conduct site inspections using Building Maintenance techniques to find repairs for damp and structural defects.
  • Provide technical support to frontline teams while monitoring work quality and ensuring cost-effective solutions.
  • Work closely with stakeholders (staff, tenants, contractors, contractors) to resolve technical issues collaboratively.
  • Driving efficiency, cost-effectiveness and quality within budgets while aligning with council targets and policies.
  • Offer onsite surveys and guidance to contractors for safe, compliant delivery of improvements or repairs.

Key Location and Flexibility

The team is currently based at the LBS Seacroft Depot, but candidates can be deployed across Leeds City Council’s geographical area as required.


About You

To excel in this role, you will need to:

  • Demonstrate strong knowledge of landlord repair responsibilities and building defect maintenance.
  • Be able to use standard survey tools for damp or structural assessment.
  • Diagnose issues and develop cost-effective technical repair solutions.
  • Work coherently with contractors and internal teams.
  • Stakeholder engagement, including with tenants and external contractors.

Employment Requirements

  • Must have the right to work in the UK (work visa not required at £37,280+ salary).
  • British or Irish citizenship or visa secured.
  • Hold a valid driving license.

A on-site up-to-date trade or technical qualifications clearly within the building/construction industry.


Job Purpose

  • Carry out inspections to record condition of housing assets and identify problems.
  • Raise repair requests using council policies for prioritization and categorization.
  • Provide technical advice and proactively liaise between customers, staff and contractors.
  • Schedule appropriate referrals/programmes within budget requirements.
  • Provide safe and effective contractor supervision, with risk management for excellence delivery.

Ensure all repairs and maintenance align with client expectations are compliant and cost-effective.


Responsibilities

  • Frontline Service Delivery – Gather asset-trends according to council policy and standards.
  • Perform detailed repairs/risk assessments using recognized techniques and survey tools.
  • Specify appropriate repairs, including damp-related fixes.
  • Organize and manage budgets to align with functional priorities.
  • Ensure hazard management via accurate risk assessments and reactive, prioritized corrective actions.
  • Maximize value for money through technically cost-effective, sustainable repair solutions.
  • Moderate relationships with diverse stakeholders to achieve efficiency and customer satisfaction.

Essential Requirements

Educational and Professional Experience

  • Qualifications equivalent to either an HND/HNC in Building/Construction or equivalent industry experience.
  • Ability to drive competently.
  • Detailed understanding of landlord duties on repairs and maintenance (compliance, legislation, construction).
  • Knowledge of Health & Safety within construction, including risk assessments.
  • Confidence in using survey equipment to diagnose building hazards, particularly damp-related deficiencies.
  • Proficiency in utilizing Microsoft Office suites and Aveva EAM. or similar asset management systems.
  • Extensive knowledge of housing management and construction standards in social housing.

Additionally, candidates who have:

  • Experience building and surveying.
  • Managed smaller-scale development projects.
  • Provided technical assistance to contractors on construction contracts and capital works.

Key Skills

  • Risk assessment and proactive solutions for technical issues.
  • Negotiation with contractors to achieve optimal costs and schedules.
  • Constructive report-writing for asset-related administration.

Desirable Qualifications & Experience

  • Membership in professional trades bodies like RICS, RACMA, or BSc qualifications.
  • Familiar with contract forms and templates within the construction industry.
