Technical Officer / Property Manager
Property Manager / Technical Officer – Housing Organisation
Salary: £42 – £52 per hour + PAYE / Umbrella (£52+) Type: Full Time, 37-hour week Location: Shefford, Bedfordshire (Hybrid Working) Contract: Long-term Experience: Proven housing background required
About the Role
The Private Sector Housing Team provides core Housing Solutions functions, including:
- Statutory services under the Housing Acts 1996 and 2004, plus other related statutes.
- Effective assessment, investigation, and complaint resolution for:
- Private sector housing standards
- Illegal evictions
- Harassment
- Public health matters
- Liaison with homelessness and housing register functions
- Delivery of mandatory Disabled Facilities Grants (DFG)
- Other Discretionary Housing Assistance programmes

Your Customers
Staff within the Council Elected Members External customers:
- CBC residents (recipients of statutory services)
- Service supplier networks
- Parish Councils
- Representative community groups
- Stakeholders, partners (including voluntary agencies)
- Private landlords
- Letting agents
Key Responsibilities
- Use statutory powers to regulate and improve conditions of private sector homes
- Hold delegated authority to take enforcement action—aligned with the team’s Enforcement Policy
- Support the Delivery of the Housing Assistance Policy, including:
- Renewal objectives
- Environmental sustainability
- Maximising public/private investment in the housing stock
- Apply knowledge of construction, housing, and related legislation
- Demonstrate competence in enforcing legal standards (commensurate with role grade)
- Lead Housing Services delivery of the Housing Assistance programme and schemes:
- Face-to-face customer interactions
- Providing expert advice
- Maintain high accuracy in:
- Record-keeping
- Data entry
- Act as primary point of contact for customers requiring support
- Manage a varied caseload across:
- Complex, diverse private sector housing functions
- Ensure efficient time management
- Provide support, advice, and mentoring to:
- Colleagues
- Private Sector Housing management
