Technical Officer (Spill and Flow) | Blackburn | £51,233

Join United Utilities as a Technical Officer (Spill and Flow) and play a critical role in protecting our wastewater network and the environment. This is a permanent, Blackburn-based role where you will lead the monitoring and optimisation of flow and spill performance across a defined area, ensuring assets operate efficiently, safely, and in full regulatory compliance.

You will work within a friendly, supportive team of around ten engineers and technicians, alongside wider professionals including Network Asset Engineers, Technical Officers, and Controllers. This is a highly collaborative role, where knowledge sharing is encouraged, and a strong team culture built on support and shared expertise thrives.

Balancing time between the office and field, you will work across a range of non-infrastructure sites, needing to be confident working both independently and as part of a team. Use your initiative to manage priorities, solve problems, and deliver improvements in a fast-paced operational environment.


About the Role

  • Proactive safeguarding of wastewater networks and compliance with regulatory obligations

Key Responsibilities

  • Take end-to-end ownership of spill and flow performance management across a County, analysing data to:
    • Identify operational issues
    • Implement corrective actions
    • Escalate risks as required
  • Develop and deliver action plans to meet:
    • Regulatory compliance obligations
    • Internal performance targets
    • Contribute to site and area planning for optimal asset performance
  • Collaborate with Field Technical Officers, Hub Technical Officers, Process Controllers, Engineers, and Technicians to:
    • Provide clear technical guidance on asset performance
    • Drive collaborative solutions for challenges in compliance, efficiency, safety, and availability
  • Monitor performance trends and interprete data to support informed decision-making through:
    • Clear reporting and insight
    • Regulatory submissions (Environment Agency correspondence)
    • Development and maintenance of quality assurance documentation
  • Support alarm management systems to:
    • Identify optimisation opportunities
    • Partner with Area Engineering Manager to maximise asset performance
  • Maintain risk registers and contribute to:
    • Operational and strategic risk identification
    • Prioritisation and mitigation planning
  • Invest in continuous learning by:
    • Supporting new asset/process understanding
    • Training field teams to embed best practices and drive performance

  • Strong analytical capability, with the ability to:
    • Interpret complex performance data relating to spill and flow assets
    • Translate insights into practical, actionable improvements
  • Comfort working both with data-driven decision-making and hands-on problem-solving
  • Experience in a regulatory or infrastructure-focused environment is an advantage
  • Ability to work independently while contributing effectively in a collaborative team
