Technical Product Manager – Library Solutions (AI & Cloud)

As our Technical Product Manager (Library), you’ll shape the future of AI-driven GovTech—melding strategic vision, technical rigor, and user-centric design to build products that automate workflows, enhance decision-making, and augment human-facing experiences.

This isn’t just product management—it’s product strategy at the intersection of AI ethics, engineering scale, and public impact. You’ll:

  • Define how AI enhances library operations (e.g., automated cataloguing, personalised recommendations, fraud detection).
  • Collaborate with data science, engineering, and design to convert ambiguous business needs into technically viable, citizen-friendly solutions.
  • Balance innovation (LLMs, generative AI) with trust and accountability, ensuring Civica’s products align with responsible AI principles.
  • Lead cross-functional delivery, from backlog refinement to sprint execution, ensuring our cloud-native, high-impact products meet strategic goals.

Key Responsibilities

AI & Cloud Product Leadership

  • Own AI-powered product features:
    • Translate high-level business needs into technically precise requirements for AI/ML features (e.g., chatbots, predictive analytics, voice assistants).
    • Work with ML engineers to define use cases, evaluate model trade-offs (accuracy vs. bias vs. latency), and ensure deployable, maintainable solutions.
    • Collaborate with data teams to Err before data sourcing, cleaning, and validation pipelines for AI training.
  • Engineer-integrator:
    • Partner with development squads using AI-assisted tooling (e.g., LLMs for code generation, automation frameworks) to boost productivity without sacrificing quality.
    • Participate in architectural reviews to ensure AI components integrate seamlessly with scalable, secure cloud infrastructure.
  • Product backlog steward:
    • Break down complex requirements into clear, prioritised user stories with measurable acceptance criteria, including technical risks and mitigation plans.
    • Align backlogs with Civica’s cloud migration roadmap and AI-first principles.

Cross-Functional Collaboration

  • Bridger of languages:
    • Act as the liaison between business stakeholders (e.g., domain experts, commercial teams) and engineering/data teams, translating both sides’ needs into actionable deliverables.
    • Facilitate joint workshops to clarify ambiguous problems (e.g., “How can AI reduce ‘size of workspace’ bottlenecks in libraries?”).
  • Risk & trade-off owner:
    • Proactively identify technical debt, scalability limits, or ethical risks in AI implementations (e.g., bias in recommendation systems). -支持 triangulate priorities when resources, timelines, or technical constraints conflict with stakeholder demands.
  • Customer advocate:
    • Triangulate product direction through deep engagement with schools, libraries, and public sector teams—understanding pain points (e.g., e-safety, equity of access) and translating them into feature roadmaps.
    • Analyse usage data, NPS, and operational metrics to iterate products (e.g., “Why are adoption rates drop after 3 months?”).

Delivery & Culture

  • Agile orchestrator:
    • Chair sprint planning, stand-ups, and retrospectives to keep teams aligned on AI/ML priorities.
    • Drive transparent decision-making via documented customer journeys, architecture runbooks, and trade-off analyses.
  • Knowledge shaper:
    • Maintain living backlog stories with technical spikerefs, API contracts, and data schema examples.
    • Educate stakeholders (e.g., “How LLMs handle edge cases like [sector-specific terminology]?”).
  • Ethics guardian:
    • Ensure AI solutions adhere to Civica’s responsible AI principles, including transparency, fairness, and human oversight.

Requirements

Essential

  • Technical PM experience:
    • 4+ years as a Technical Product Manager, preferably in B2G, public sector, or complex SaaS environments.
    • Proven ability to own end-to-end product delivery (from wind-tunnelling to launch) in Agile/Scrum/Kanban.
  • AI fluency:
    • Deep understanding of ML concepts (training loops, embeddings, precision/recall trade-offs, bias mitigation).
    • Experience with generative AI/LLMs and their use cases, limitations, and ethical considerations.
    • Awareness of data governance (e.g., GDPR, EL9/10 for public sector data).
  • Engineering partnership:
    • Comfort discussing architecture decisions (e.g., “Should we shifting models to the edge for latency?”).
    • Experience with APIs, microservices, and cloud-native patterns (AWS/GCP/Azure).
  • Analytical mindset:
    • Proficiency in SQL and ability to query and visualise large datasets (e.g., product analytics, usage trends).
    • Direct experience triangulating between customer pain points, business goals, and technical feasibility.
  • Cross-functional soul:
    • Collaboration with designers, data scientists, sales, and customer success to ensure alignment.
    • Ability to simplify complex topics (both technical and domain-specific) for diverse audiences.

Nice-to-Have

  • Experience in public sector software (libraries, education, or local/central government).
  • Exposure to AI ethics frameworks (e.g., UK Gov’s Centre for Data Ethics & Innovation).
  • Familiarity with open-sourceisans (e.g., Apache arrays, Hugging Face) or No-Code/Low-Code AI tools.
  • Certifications in governance, data ethics, or product management (e.g., PMI-PBA/Scrum).
