Technical Product Manager Role

As Technical Product Manager, you’ll deliver strategic roadmap alignment by equipping your team with detailed technical requirements to build high-quality products. You’ll break down complex business challenges into smart, adaptable user stories, ensuring the final product reflects Civica’s mission—to be a global leader in GovTech.

This role focuses on our next-gen cloud-based, AI-driven Library solutions, supporting 2,000+ schools, libraries, and public-sector organisations across:

  • UK
  • Ireland

North America

  • 8,000+ sites to operate more efficiently, improve citizen engagement, and achieve better outcomes.

You’ll act at the intersection of product, engineering, and data, driving practical AI applications real-world use cases for:

  • Workflow automation
  • Decision support systems
  • User experience enhancement

Solutions will be focused on human-centered trust and fully aligned with responsible AI practices.


What You’ll Do

Key Responsibilities

  • AI product delivery:
    • Collaborate on AI-powered product features (e.g., LLMs, LLMs), merging AI-assisted development tools to boost engineering productivity.
  • Technical leadership:
    • Work with engineers to manage AI/ML pipelines, AI model training, and AI-driven solutions.
    • Shape responsible AI solutions with transparent, biases-aware considerations.
  • Collaboration & prioritisation:
    • Oversee cross-functional teams (engineering, design, marketing, sales, etc.), balancing time, resources, and deadlines.
    • Prioritise features, requirements, and risks in Agile environments (Scrum/Kanban).
  • Requirements management:
    • Delegation to user stories with clear acceptance criteria and agile ceremonies.
  • Defect triage & escalation:
    • Resolve bugs, manage riskOffset mitigation to drive seamless product delivery.
  • Cross-functional coordination:
    • Partner with engineering, design, marketing, sales, and customer success for seamless execution.

  • Data-Driven Decisions:
  • Analyze data to inform product strategy, measure performance, and identify majority improvement (e.g., user behaviour).
  • Technical support:
    • Assist non-technical teams in translating complex requirements into technical language, or even lead so code reviews.
  • Documentation:
  • Advocate for strong product knowledge-sharing culture through clear decision docs.
  • Continuous learning:
  • Stay current with emergent technologies to support GOVTech innovation.

Must-Have Skills & Experience

✔ 5+ years of Technical Product Management in modern software or product orgs. ✔ Proven backlog mastery: Clear user stories, prioritisation, agile backlog delegation. ✔ Deep technical fluency:

  • Code reviews/literature discussions about ML, data concepts, structs and algorithms.
  • AI modeling (training, accuracy, bias limitations); engineering-grade requirements. ✔ Skilled in technical decision-making:
  • API scalability and performance.
  • Integration pipelines. ✔ Collaborative mindset:
  • Problem-solvers managing cross-functional teams under tight timelines. ✔ Customer-centric: Strong analytical and marketing insight.
