Technical Product Owner – Domain API at Barclays

We are thrilled to introduce a pivotal opportunity to join us at Barclays as a Technical Product Owner, where you will contribute to developing resilient, scalable, and secure technology that powers our worldclass financial services.

About the Role

As a Technical Product Owner, your role will be critical in shaping and delivering key platform capabilities across our issuing technology landscape. You will collaborate with engineering teams, senior stakeholders, and strategic suppliers to drive both delivery excellence and innovation, fostering transformation across the organisation.


Purpose of the Role

The key objective of this role is to partner with product owners and technical teams to align their expertise with Barclays' broader technology strategy, enabling effective execution of the product roadmap.

Core Accountabilities

  • Provide subject matter expertise to bridge collaboration between the product owner and technical development teams.
  • Develop and implement product strategies, communicating them clearly to stakeholders and the development team.
  • Prioritise and define product requirements through collaboration with stakeholders, ensuring they are valuable, feasible, measurable, and secure.
  • Establish and maintain testing and quality improvement assessments to uphold high performance standards.
  • Monitor product performance to identify opportunities for optimisation, aligning with Barclays' performance benchmarks.
  • Stay updated on emerging industry trends, evaluating and adopting new technologies to enhance product development and delivery.

If leading a team:

Essential Skills and Experience

  • Leadership & Collaboration:
    • Proven ability to manage and challenge engineering/technical teams, ensuring projects are delivered on time, with high quality and strong performance.
    • Strong incident management skills, including cross-team coordination and risk-based prioritisation.
    • Experienced in balancing supply and demand across multiple teams and stakeholders.
    • Strategic mindset for shaping long-term roadmaps for applications and services.
    • High-level leadership and stakeholder management, including the capability to influence senior decision makers.

Desirable Skills

  • Domain knowledge of Barclays' Issuing technology landscape and CISO standards, controls, and governance expectations.
  • Track record of successfully delivering complex enterprise-scale transformations, utilizing both Agile and Waterfall frameworks.
  • Professional qualifications such as:
    • Scaled Agile Framework (SAFe) Product Owner/Product Manager (POPM)
    • ICAgile Product Ownership Certification
