We're Hiring | Programme Manager – Technical Delivery (Tech Fundamentals)

  • Location: Surrey (Hybrid, as required)
  • Department: IT & Data (LGR Programme)
  • Reports to: Enterprise Infrastructure Delivery Manager
  • Contract: Fixed Term (LGR Programme)

Role Overview

We are seeking an experienced Programme Manager – Technical Delivery to lead the Tech Fundamentals workstream within a major Local Government Reorganisation (LGR) programme. You will oversee the delivery of multiple interdependent technical projects, ensuring critical technology foundations are implemented on time and are ready for Vesting Day.

This role is responsible for programme planning, governance, risk management, stakeholder coordination, and reporting while ensuring delivery remains aligned with programme milestones, budgets, and organisational objectives.

Key Responsibilities

  • Lead the planning and delivery of the Tech Fundamentals workstream, managing multiple complex technical projects.
  • Develop and maintain integrated programme plans, ensuring alignment across all technical initiatives.
  • Manage programme governance, including risks, issues, dependencies, actions, and change control.
  • Coordinate with Programme Managers, Workstream Leads, and technical specialists to integrate cross-workstream technical requirements.
  • Produce regular programme reports highlighting progress, risks, issues, and key decisions.
  • Identify and mitigate delivery risks to ensure successful Vesting Day readiness.
  • Monitor programme budgets (£1M–£3M) and ensure projects are delivered within financial targets.
  • Provide leadership, coaching, and guidance to Project Managers and project teams while coordinating third-party suppliers where required.
  • Support programme assurance activities, audits, lessons learned, and continuous improvement initiatives.

Essential Skills & Experience

  • Proven experience managing large, complex programmes or technical workstreams with multiple dependencies.
  • Strong programme management expertise, including planning, governance, risk, issue, and dependency management.
  • Experience delivering complex IT infrastructure or technology transformation projects.
  • Ability to collaborate effectively with technical teams and understand technical delivery concepts.
  • Excellent stakeholder management skills with experience working across multiple organisations and functions.
  • Strong communication, reporting, negotiation, and influencing skills.
  • Experience managing programme budgets and ensuring successful project delivery.

Desirable

  • Experience delivering large-scale transformation or organisational change programmes.
  • Experience working against fixed, non-negotiable delivery milestones.
  • Relevant Programme/Project Management certifications (PRINCE2, MSP, PMP, Agile or equivalent).

Education & Qualifications

  • Degree or equivalent professional qualification.
  • Extensive experience in programme or project management within complex technical environments.
