Position Summary

We are seeking an exceptional Technical Programme Manager (TPM) to lead a large-scale Developer Experience (DX) transformation programme for a major banking client. This is a flagship engagement that will fundamentally reshape how engineering teams build, test, secure, and release software - spanning DevSecOps, Infrastructure as Code, AI-assisted SRE, and automated compliance controls via Harness.

This is not a purely administrative programme management role. We need someone who has lived in the engineering trenches - someone who understands the pain of slow pipelines, manual controls, and fragmented toolchains, and who can credibly lead the transformation away from them. You will work at the intersection of platform engineering, security, and developer productivity, driving change at scale across multiple squads and workstreams in a highly regulated banking environment.

You will act as the senior delivery authority for the programme - partnering with the client's engineering leadership, internal architects, and specialist delivery teams to ensure every workstream lands on time, on budget, and with measurable uplift to the developer experience

About The Role

Programme Delivery & Governance

  • Own and drive the end-to-end DX transformation programme plan across all four workstreams, managing interdependencies, sequencing, and critical path
  • Establish and maintain rigorous governance frameworks - RAID logs, steering committees, decision registers, and milestone tracking
  • Manage dependencies across internal squads, the banking client, third-party tooling vendors, and regulatory timelines
  • Produce high-quality programme reporting for C-suite and board-level audiences on both sides of the engagement
  • Drive accountability across delivery teams without direct line authority, operating effectively in a matrix environment

Technical Leadership & Oversight

  • Act as the technical authority on delivery - able to credibly engage with platform engineers, security architects, and SRE leads on design decisions
  • Challenge pipeline architectures, Terraform module designs, Harness policy configurations, and AI/ML tooling choices with informed judgement
  • Identify and manage technical debt as a programme risk; balance velocity against engineering quality in a regulated context
  • Facilitate architecture decision records (ADRs) and ensure technical choices are documented, justified, and aligned across workstreams
  • Translate highly technical concepts into clear business and risk narratives for banking stakeholders

Stakeholder Management

  • Serve as the primary point of escalation and authority for the banking client's technology and engineering leadership
  • Navigate complex stakeholder landscapes spanning engineering, security, risk, compliance, internal audit, and operations within the bank
  • Manage executive expectations proactively, escalating risks and issues with clearly articulated mitigations and recommendations

About You

Technical Acumen

  • Comfortable discussing DevSecOps concepts: CI/CD, shift-left security, pipeline governance, secrets management, and policy-as-code - without needing to be the one implementing them
  • Familiar with IaC principles
  • Understands what good SRE looks like: SLOs, toil reduction, incident response, and AI-assisted observability
  • Enough cloud knowledge (AWS, Azure, or GCP) to understand architecture decisions and their delivery and cost implications
  • Familiar with containers and Kubernetes at a conceptual level - you don't need to be a Kubernetes operator, but you need to understand what the teams are building on

Programme Delivery

  • Proven track record leading large, multi-workstream technology transformation programmes - ideally in complex or regulated environments
  • Strong governance instincts: RAID management, milestone tracking, dependency mapping, and steering committee reporting
  • Comfortable managing ambiguity and shaping a programme from early-stage discovery through to scaled delivery
  • Experience managing budgets across multiple workstreams and holding commercial conversations with vendors
  • Familiar with Agile delivery at scale (SAFe, Scrum) as well as structured governance approaches

Stakeholder Management

  • Able to operate confidently with senior engineering leads and C-suite executives in the same week
  • Experienced managing client relationships in a complex, high-stakes environment - banking stakeholder landscapes are demanding
  • Can translate highly technical delivery status into business risk language that non-technical executives can act on
  • Comfortable escalating early with options, not just problems

  • Domain experience is genuinely helpful but not a barrier to entry. What matters most is comfort in regulated, high-governance environments where change management is rigorous and audit trails are not optional.
  • Experience in banking, capital markets, insurance, or fintech - particularly around regulated change, CAB processes, or SOX-compliant delivery - is a strong plus
  • Familiarity with how compliance and audit requirements shape pipeline and tooling decisions in financial services is advantageous

Nice to have

  • Any formal certification in programme management (PMP, MSP, Prince2, SAFe SPC) - valued but not required
  • Cloud certification at associate or professional level
  • Prior exposure to Harness, Terraform Cloud/Enterprise, or AIOps platforms like Dynatrace or Datadog
  • Experience running engineering culture change or developer productivity programmes

Work Location

Hybrid - London (primary) with flexibility
