Technical Project Manager – Low-Carbon Scheme Delivery

About the Role


Overview: LCCC is expanding its portfolio to drive the UK’s Net Zero transition through low-carbon schemes, including Carbon Capture, Usage and Storage (CCUS), hydrogen production and storage, sustainable aviation fuel, and more. The Technical Project Manager will be critical to implementing complex technology platforms and scheme operations, ensuring regulatory compliance, business alignment, and seamless delivery across transportation, billing, settlement, and levy management.


Key Responsibilities

Delivery Leadership

  • Lead complex business and technology projects from initiation to operational handover, ensuring alignment with low-carbon schemes.
  • Develop delivery plans, milestones, and dependency maps across multiple workstreams.
  • Establish clear objectives, manage stakeholders, and provide transparent risk/reporting to governance bodies.
  • Drive momentum in ambiguous environments, balancing structure with adaptive decision-making.

Technology Delivery

  • Manage technology solutions (settlement systems, billing, levy management, operational processes).
  • Collaborate with business analysts, operations, and tech teams to translate requirements into efficient solutions.
  • Oversee testing, implementation, and transition phases to support system deployment.
  • Ensure interdependencies between technology and scheme activities are managed cohesively.

Scheme Implementation

  • Lead governance, procurement, financial, and organisational requirements for new scheme launches.
  • Facilitate operating model and process development pre-launch.
  • Support operational teams in assuming responsibility post-implementation.

Stakeholder & Dependency Management

  • Build relationships across Operations, Finance, Legal, Procurement, and Regulatory teams.
  • Identify/resolve cross-functional dependencies and unresolved risks rigorously.
  • Champion decision-making in matrix environments with competing priorities.
  • Provide clear vision and structured influence at all levels.

Risk and Issue Management

  • Proactively identify and mitigate project risks before they escalate.
  • Act as a decision-maker where ambiguity exists, alongside appropriate governance.

Essential

  • 5+ years in project/ programme management, leading multidisciplined teams (business, ops, tech).
  • Experience in payment/billing/settlement/trading/financial systems or trade platforms.
  • Regulated environment exposure (e.g., energy utilities, financial services, government).
  • Agile alignment with traditional forecasting capabilities.
  • Strong stakeholder influence and written/verbal communication.

Desirable

  • Prior experience in low-carbon/hydrogen/CCUS ecosystems.
  • Hands-on process + systems delivery coordination.

  • Contract: Permanent
  • Hours: 37.5/week
  • Salary: £70K+ based on experience
  • WFH Policy: 2 in-office days/week
  • Other Terms:
    • Flexible work patterns (e.g., 9-day fortnight)
    • BSI- or ISO-compliant programme track record preferred
