Technical Safety Lead - 2 year PAYE Contract - Based in Barrow-In-Furness

Job Overview:
The Technical Safety Lead acts as the Technical Safety Technical Authority for the Morecambe Hub assets, safeguarding, supporting, and assuring asset integrity and process safety performance.
The role is responsible for leading the delivery of all Technical Safety activities and plans, including those associated with the end-of-life phase of the assets, ensuring compliance with both company standards and statutory regulations.
Key Responsibilities:
- Accountable for the delivery and quality of all Technical Safety work, both internal and external, across Morecambe Hub assets.
- Provide proactive Technical Safety guidance and support to all areas of the business.
- Support and drive implementation of the Corporate Major Accident Prevention Policy (CMAPP), safety engineering philosophies, and company standards.
- Deliver the Technical Authority Framework for the Technical Safety discipline.
- Manage competence assurance activities across the Technical Safety function within Our Clients.

Regulatory Compliance & Assurance
- Provide direction and assurance regarding compliance with statutory legislation relating to Major Accident Hazard (MAH) Management, including:
- Safety Cases
- COMAH Reports
- Maintain, update, and support the site's Safety Case and COMAH Report.
- Ensure all Technical Safety activities comply with relevant statutory, regulatory, and company requirements.
Risk Management & Safety Studies
- Lead and support key risk assessment and hazard review activities, including:
- HAZOP (Hazard and Operability Studies)
- HAZID (Hazard Identification Studies)
- HIRA (Hazard Identification and Risk Assessment)
- ENVID (Environmental Identification Studies)
- Ensure workshops are conducted effectively and resulting actions are appropriately managed and closed out.
Contractor & Resource Management
- Manage Technical Safety resources and external managed service providers to deliver business objectives and work programmes.
- Actively manage contractor performance, including:
- Quality assurance activities
- Quality control reviews
- Review of calculations
- Engineering philosophies
- Technical designs

Engineering Assurance & Incident Investigation
- Lead engineering peer reviews when required to assure Technical Safety integrity across Our Clients assets.
- Act as a Lead Investigator using Kelvin TopSet investigation techniques.
- Support incident investigations and organizational learning initiatives.
- Undertake any other duties reasonably required by the business.
Skills & Experience - Technical Knowledge:
- Strong understanding of statutory legislation relating to Major Accident Hazard Management, including Safety Cases and COMAH Regulations.
- Comprehensive knowledge of relevant engineering codes, standards, and industry regulations.
- Extensive experience operating in a Technical Safety Lead position within the oil & gas, energy, or related process industries.
- Experience working within client/operator environments and managing contractor organizations.
Qualifications:
- Degree qualified in an Engineering or Technology-related discipline.
- Chartered Engineer status (or equivalent professional accreditation).
- Formal training and practical experience in incident investigation methodologies, such as Kelvin TopSet.
