Job Summary
Homes England is seeking an experienced technical professional to deliver high-impact, large-scale development projects and nationally significant schemes, including new settlements, major urban extensions, and regeneration projects. This role sits within the Technical Services team and focuses on technical leadership, risk mitigation, and value-driven project delivery to transform communities.
Key Responsibilities
Technical Leadership & Governance
- Provide expert technical direction across the entire development lifecycle, from due diligence to disposal.
- Identify, assess, and mitigate risks affecting cost, programme, scope, and strategic outcomes.
- Ensure technical integrity while facilitating efficient, informed decision-making across stakeholders.
Stakeholder & Consultancy Collaboration
- Work closely with internal teams, external consultants, and key stakeholders to align technical inputs with broader project goals.
- Lead consultant procurement and management, ensuring high-quality outputs for flood risk, drainage, ecology, and transport assessments.
- Advise senior leadership on technical constraints, programmatic impacts, and cost implications to support viable project delivery.
Technical Risk & Strategy
- Critical analysis of 应echnical reports, constraints, and mitigation strategies.
- Contribute to scoping, tender documentation, and infrastructure procurement.
- Support enabling works and site delivery, ensuring best practice adherence and regulatory compliance.

- Translate technical complexities into clear, actionable recommendations for decision-makers.

Person Specification – Key Requirements
Experience & Expertise
- Proven track record in large-scale, complex development projects (homeless, urban extensions, regeneration, etc.).
- Ability to **interpret 诟ecnical disciplines (flood risk, drainage, ecology, transport) and translate findings into actionable advice.
- Expertise in consultant management, tender review, and viability assessments.
- Confident in procurement, scoping, and infrastructure delivery, with a solution-focused approach.
Stakeholder & Communication Skills
- Strong leadership with the ability to negotiate, influence, and document technical decisions.
- Experience presenting to senior stakeholders while balancing technical and commercial priorities.
- Excellent written and verbal communication skills to simplify complexities and support informed decision-making.
Soft Skills & Adaptability
- Resilience and adaptability in a dynamic environment with long-term uncertainties.
- Demonstrated proactivity in risk management and strategic problem-solving.
