Overview
We are seeking an experienced and commercially minded Technical Services Manager to oversee the delivery of technical and engineering services across a prestigious portfolio of commercial properties in Central London. This is a client-facing leadership role responsible for ensuring operational excellence, statutory compliance, sustainability performance, and the effective management of service partners across multiple assets.
The successful candidate will provide strategic technical leadership while supporting asset performance, occupier satisfaction, and long-term building resilience.
Key Responsibilities
Manage the technical and engineering performance of a portfolio of commercial properties across Central London. Act as the primary technical advisor to stakeholders, providing expert guidance on building services, infrastructure, compliance, and lifecycle planning. Ensure all properties operate in full compliance with statutory, health & safety, and regulatory requirements. Oversee planned preventative maintenance (PPM) programmes and monitor reactive maintenance performance. Review and manage building services contracts, ensuring service delivery standards, KPIs, and SLAs are consistently achieved. Lead technical due diligence activities for acquisitions, disposals, refurbishments, and major projects. Support the development and implementation of asset improvement strategies, including plant replacement and lifecycle programmes. Drive sustainability initiatives, energy reduction programmes, and ESG objectives across the portfolio. Manage technical risk registers and ensure appropriate mitigation strategies are implemented. Collaborate with Property Managers, Facilities Managers, Project Managers, and external consultants to ensure seamless operational delivery. Monitor service partner performance through regular audits, reporting, and review meetings. Prepare and present technical reports, budgets, business cases, and asset performance updates to senior stakeholders. Support the management of annual service charge budgets relating to engineering and technical services.

Requirements
Degree, HNC/HND, or equivalent qualification in Building Services Engineering, Mechanical Engineering, Electrical Engineering, or a related discipline. Demonstrable experience in a Technical Services Manager, Engineering Manager, Building Services Manager, or similar role within commercial property. Strong understanding of M&E systems, critical building infrastructure, and technical compliance requirements. Proven experience managing multi-site or portfolio-based property operations. Excellent knowledge of UK health & safety legislation and building compliance regulations. Experience managing contractors, consultants, and technical service providers. Strong commercial awareness with experience reviewing budgets, contracts, and lifecycle plans. Excellent communication and stakeholder management skills. Professional membership or accreditation (such as CIBSE, IET, IWFM, or IOSH) would be advantageous.
