Technical Services Manager - Estate and Property Management
Client Direct role c£85,000 + Extensive In-House Benefits Package
Role Overview
Senior Technical Estate & Infrastructure Manager responsible for leading the strategic and operational management of a large-scale, multi-tenant commercial estate in West London. The role provides technical leadership across MEP systems, asset management, capital projects, compliance, and service delivery, ensuring the estate operates safely, efficiently, and in line with statutory, financial, and business objectives.
Key Responsibilities
- Lead the strategic management of all MEP services, ensuring optimal performance, resilience, and compliance across the estate
- Develop and implement technical, asset, energy, and water strategies aligned with long-term estate and sustainability objectives
- Oversee lifecycle planning, capital works, refurbishment programmes, and technical project delivery from concept through to completion
- Ensure full statutory compliance across Health & Safety, building regulations, ISO standards, and internal governance frameworks
- Manage multi-million-pound budgets, including service charge forecasting, expenditure tracking, and financial reporting to senior stakeholders
- Oversee procurement activities, including contract specification development, tendering processes, and supplier appointment
- Monitor and benchmark contractor performance, driving continuous improvement and value for money across all service partners
- Review and manage tenant fit-out applications, alterations, and technical approvals in coordination with internal stakeholders
- Lead on estate condition assessments, risk identification, and proactive resolution of technical and safety issues
- Provide regular operational reporting, financial updates, and technical insight to senior leadership and external stakeholders
- Support emergency planning, business continuity, and on-call response requirements
- Contribute to guest/occupier experience initiatives in collaboration with internal service teams
- Manage, develop, and support direct reports and wider technical service teams

Reporting Lines
- Reports to: Operations Director
- Direct Reports: Building Services Manager, Guest Engineering Solutions Manager
- Works closely with: Estate & Services Manager, Building Operations Manager, Guest Relations Manager, H&S & Operations Coordinators
- Interfaces with: External service partners, contractors, consultants, tenants, and internal leadership teams
- Strategic alignment with central technical and compliance governance functions

The successful candidate will be a highly experienced technical estate leader with strong capability across engineering infrastructure, asset management, and operational governance within complex multi-tenant environments.

Key Attributes:
- Proven experience in strategic technical management within estates, property, or large-scale commercial environments
- Strong knowledge of MEP systems, lifecycle asset planning, and capital project delivery
- Excellent financial management capability, including service charge budgets, forecasting, and cost control
- Strong leadership experience managing multidisciplinary teams and outsourced service providers
- High-level understanding of statutory compliance, Health & Safety legislation, and ISO standards
- Experience managing procurement, tendering, and contract performance frameworks
- Strong stakeholder management skills, with the ability to influence senior leadership and external partners
- A proactive, solutions-focused mindset with strong organizational and decision-making capability
- Excellent communication skills, with the ability to translate technical detail into clear business reporting
- Preferred qualifications: NEBOSH General Certificate (or equivalent), plus project management qualification
- Ability to operate in a fast-paced, customer-focused environment with a strong emphasis on service excellence and resilience
