Technology Portfolio Manager

THIS ROLE CAN BE BASED IN EDINBURGH OR LONDON

About the Role

This position reports to the Head of Technology Strategy & Planning and works across technology and business functions to oversee the portfolio of technology change initiatives. The Technology Portfolio Manager ensures that all Technology projects and programmes are identified, prioritised, and delivered in alignment with business strategy and the company’s technology roadmap.

The role exists to:

  • Manage the end-to-end Technology planning process.
  • Maintain the multi-year technology plan.
  • Provide governance over technology investments and supplier engagements within the organisation.

This key role is pivotal in ensuring technology investments:

  • Deliver measurable business value.
  • Support regulatory compliance.
  • Enable innovation for our global corporate client base.
  • Actively manage delivery projects and backlogs where required.

About you

Your experience

Proven track record of IT portfolio or programme management within a technology organisation or similar business environment, with at least 5 years of experience managing IT projects or portfolios.

Demonstrated experience in:

  • Strategic planning and budgeting for technology initiatives.
  • Developing multi-year plans.
  • Managing investment budgets.

Strong financial acumen with experience in:

  • Benefits realisation.
  • Value tracking.

Strong background in:

  • Project management methodologies (e.g. Agile, Waterfall).
  • Governance.
  • Leading or overseeing multiple concurrent projects across their lifecycle.

Familiarity with:

  • IT demand management.
  • Assessing and prioritising proposals based on:
    • Strategic fit.
    • ROI.
    • Resource availability.

Experience in:

  • Stakeholder management (collaborating with senior business & technology leaders).
  • Aligning priorities, reporting progress, resolving scope/resource conflicts.

Hands-on involvement in:

  • Vendor management.
  • Contract negotiations.
  • Managing relationships with major technology vendors or service providers.

Excellent organisational and planning skills with ability to:

  • Analyze portfolio data to derive insights.
  • Identify:
    • Risk profiles.
    • Performance metrics to guide decision-making.

Proven ability to:

  • Drive process improvements.
  • Implement portfolio management tools or frameworks.
  • Ensure transparency and accountability across an IT organisation.

Desirable

Experience managing technology and data portfolios in a regulated, global asset management environment.


Your skills

Strong understanding of:

  • IT governance.
  • Portfolio management tools (e.g. PPM software, project tracking systems).
  • Techniques for:
    • Tracking project performance and interdependencies.

Competence in:

  • Financial analysis related to technology and data projects.
    • Cost-benefit analysis.
    • Value realisation tracking.

Familiarity with:

  • Technology strategy & architecture principles.
  • Effective communication with architects and technical leads regarding:
    • Project alignment with technology architecture.

Understanding of Agile delivery environments & DevOps culture, including:

  • Managing incremental delivery.
  • Continuous improvement within a broader portfolio.

Proficiency in:

  • Risk management practices in project/portfolio contexts.
    • Identifying and mitigating risks related to:
      • Delivery.
      • Technology.
      • Suppliers.

  • Excel (or other analytics tools) to manipulate project data.
  • Presentation & reporting for clear executive portfolio updates.

Your day-to-day

  • Oversee technology & data-driven change initiatives, ensuring alignment with the firm’s Technology Strategy, governance standards & analytics objectives.
  • Manage the portfolio of technology change initiatives (projects & programmes) across the enterprise, supporting business objectives.
  • Evaluate, select, and prioritise incoming Technology demand requests based on strategic alignment & value while maintaining a clear:
    • Backlog overview.
    • Prioritisation (in collaboration with stakeholders).
  • Lead integration of Technology change initiatives ensuring cohesive delivery & alignment with the firm’s data governance framework.
  • Own & execute the Technology planning process; develop & update the multi-year (e.g. 3-year) Technology Plan/roadmap aligned with:
    • Business strategy.
    • Budget constraints.
  • Manage the technology change budget:
    • Track & report on investment spend and benefits across the portfolio.
    • Ensure initiatives are delivered within budget & resource capacity.
  • Provide delivery oversight for non-BAU work by:
    • Monitoring project execution (led by product & Scrum teams).
    • Escalating identified risks, delays, or issues.
  • Act as delivery lead (e.g. Project Manager, Scrum Master) assisting with:
    • Shaping.
    • Planning.
    • Coordinating required delivery activities & resources.
  • Implement & enforce portfolio governance standards including:
    • Stage-gating.
    • Resource allocation.
    • Benefits tracking to improve:
      • Execution consistency.
      • Transparency.
  • Ensure robust governance & risk management across all portfolio activities while:
    • Identifying & mitigating risks related to:
      • Delivery.
      • Technology.
      • Suppliers.

Additionally:

  • Lead portfolio review meetings:
    • With senior Technology and business leaders.
    • To communicate status, risks, and performance of ongoing initiatives.
    • Ensure clarity on portfolio health & outcomes.
  • Build & maintain relationships with:
    • Strategic technology and data suppliers.
    • Oversee key vendor engagements & contract management.
    • Ensure vendor performance supports portfolio delivery.

Act as a primary point of contact for enterprise demand management by:

  • Coordinating with other Technology roles in capturing:
    • Business needs.
    • Developing well-scoped project proposals.
  • Identify ways to optimise portfolio management, such as:
    • Synergies between initiatives.
    • Areas to de-prioritise.
  • Recommend adjustments to maximise value delivery & strategic alignment.
  • Champion continuous improvement in:
    • Portfolio & change management.
    • Tools/methodologies (e.g. Agile portfolio management, PMO best practices).
