- Rate: Outside IR35 – reflective of seniority and strategic scope
- Duration: 12-month contract
- Location: Hybrid (London / City)
Overview
A leading consulting organisation is seeking an accomplished Technology Transformation Director to lead a major Target Operating Model (TOM) transformation within a complex enterprise environment. This is a high-profile engagement focused on redefining the structure, governance, capabilities, and operating model of a large-scale technology function.
The role will be accountable for defining the future-state operating model and leading the end-to-end transformation agenda required to enable sustainable, enterprise-wide change. The successful individual will bring a blend of strategic operating model expertise and hands-on transformation leadership, operating confidently at executive and board level while maintaining control of delivery execution.
This opportunity is suited to a seasoned transformation leader with a strong consulting pedigree and deep experience in technology operating model design and large-scale organisational change.
Role and Responsibilities:
- Define and lead the development of the future-state Technology Target Operating Model.
- Evaluate strategic operating model options, conduct structured impact assessments, and define the preferred target state.
- Mobilise and shape the transformation programme structure, ensuring appropriate alignment of internal capability and external partners.
- Establish robust governance, assurance, and decision-making frameworks to support programme execution.
- Lead multiple, interdependent workstreams delivering transformation across the technology organisation.
- Own management of programme risk, dependency mapping, and enterprise impact analysis, ensuring effective mitigation strategies are in place.
- Oversee key third-party suppliers and consulting partners, ensuring delivery excellence, control, and value realisation.
- Develop and maintain investment-grade business cases, financial plans, forecasts, and governance artefacts.
- Direct the creation of integrated end-to-end programme plans from mobilisation through to implementation and embedding.
- Shape executive-level communications and narratives to build alignment, confidence, and sustained stakeholder buy-in.
- Provide clear and visible leadership across the programme, driving accountability, pace, and delivery discipline.

Skills & Experience
- Proven track record of leading large-scale technology transformation within complex, matrixed organisations.
- Extensive experience designing and implementing Target Operating Models at enterprise scale.
- Strong background in management consulting, advisory, or senior transformation leadership roles.
- Demonstrable experience mobilising major transformation programmes from inception through to execution.
- Exceptional stakeholder management and influencing capability, with credibility at C-suite and executive level.
- Deep expertise in programme governance, delivery assurance, and risk management frameworks.
- Strong experience managing complex ecosystems of third-party suppliers, integrators, and consulting partners.
- Advanced financial acumen, including business case development, investment appraisal, and portfolio-level budgeting.
- Highly developed communication and narrative-building skills, with the ability to translate complexity into clear executive messaging.
- Strong understanding of enterprise technology environments and organisational transformation dynamics.
