Job Opportunity: Manager, Temporary Accommodation Service
Permanent Position
Grade D – £45,091 – £53,460 (Consultation grade, subject to formal evaluation under the Equal Pay Programme)
Working Hours: 36.5 hours per week
About the Role
Birmingham City Council are seeking an experienced and motivated manager to support the leadership of the Temporary Accommodation (TA) Service. This leadership role involves overseeing the delivery of high-quality, compliant, and cost-effective temporary accommodation to ensure the Council meets its statutory homelessness duties and housing priorities.
As demand grows—with over 5,500 households currently in temporary accommodation—you will play a crucial role in scaling operations, implementing new accommodation sites, and reducing reliance on Bed and Breakfast provision. Working alongside a management team, you will be responsible for lettings and allocations, financial performance, move-on support, and contract management.
This is a high-impact opportunity to drive improvements in service quality, performance, and long-term housing outcomes for vulnerable residents during a period of transformation.
What You Will Be Doing
In this operational management role, your responsibilities will include:
- Supporting the day-to-day operation and development of the Temporary Accommodation Service
- Ensuring compliance with statutory homelessness duties, including emergency and interim accommodation
- Working to reduce and eliminate inappropriate accommodation, particularly Bed and Breakfast use
- Monitoring and managing performance metrics, such as occupancy levels, voids, and move-on outcomes
- Overseeing tenancy support to ensure households transition into settled accommodation efficiently
- Managing housing benefit processes and rent arrears prevention to optimise income and mitigate financial risk
- Ensuring properties meet health and safety standards, including inspections and risk assessments
- Leading and developing teams, fostering a culture of high performance, customer focus, and continuous improvement
- Collaborating with casework services and housing teams to deliver coordinated housing solutions
- Leveraging data and insights to identify issues, drive efficiencies, and enhance service delivery
- Handling complex cases, complaints, and legal challenges while ensuring compliance with legislation

About You
We are looking for confident, experienced managers capable of thriving in a fast-paced, complex environment.
Required:
- Experience in a similar role within housing, homelessness, or related frontline services
- In-depth knowledge of homelessness legislation and Temporary Accommodation provision
- Strong understanding of licence management, property/asset management, and service delivery
- Experience in performance-driven workplaces, with analytical and data-driven decision-making skills
- Ability to manage complex operational services and resolve challenging scenarios
- Strong relationship-building skills with internal teams, external partners, and stakeholders
- Leadership and communication skills to influence and engage diverse audiences
- Experience in performance management, driving improvements, and implementing change
- A commitment to high-quality service delivery, particularly for vulnerable residents
