Job Description
Temporary – Seasonal Laborer (Utility Maintenance)
Department: Public Works
Reports to: Foreman – Utilities
FLSA Status: Nonexempt
2026 Wage: $21.00 per hour
Job Summary
This position performs duties associated with the construction, repair, and maintenance of water, sanitary, and storm sewer systems.
Essential Duties And Responsibilities
- Operates and maintains light to medium capacity dump trucks, air hammer, air compressor, high velocity sewer jet cleaners, and other motorized equipment.
- Assists in removal and replacement of water mains.
- Ability to perform semi-skilled and unskilled labor in flushing and cleaning sewer mains, clean manholes, catch basins, grates, sumps, and other sewer structures, dig and fill holes with pick and shovel, load dirt and debris collected from sewer onto trucks, remove debris and pollutants from streams and rivers.
- Performs patching, maintenance, and routine repairs.
- Reinforces walls of ditch with sheathing.
- Repairs fire hydrants, main valves, and connections.
- Operates and maintains a variety of hand and power tools.
- Assists in the jetting and vactor equipment to clean storm and sewer lines.
- Operates and maintains riding mowers, push mowers, trimmers, and related lawn care equipment.
- Assists in traffic control at work sites; serve as flagman.
- Locates and repairs leaks.
- Assists in the collection of solid waste.
- Performs related duties as assigned.
Knowledge Required By The Position
- Knowledge of general construction/maintenance work.
- Knowledge of hazards inherent to utility maintenance work and the safety measures used to mitigate those hazards.
- Knowledge of the operation, maintenance, and repair of a variety of job-related tools and equipment.
- Knowledge of city and departmental safety policies and procedures.
- Knowledge of the geography of the city, including street names and locations.
- Skill in the operation of assigned vehicles, trucks, and light equipment.
- Skill in prioritizing and organizing work.
- Skill in the establishment of safe work zones.
- Skill in the use of hand and power tools.
- Skills in oral and written communication.

SUPERVISORY CONTROLS
The supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES
Guidelines include traffic laws, work safety policies, and city policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
The work consists of related equipment operation duties. Inclement weather and heavy traffic contribute to the complexity of the position.
The purpose of this position is to perform heavy manual labor in the construction, repair, and maintenance of the water, storm, and sanitary sewer systems. Successful performance contributes to the efficiency and effectiveness of system operations.

Contacts are typically with coworkers, other agency personnel, contractors, vendors, plumbers, and the general public.
Contacts are typically to exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while intermittently sitting, standing, bending, crouching, or stooping. The employee frequently lifts medium and heavy objects, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color and utilizes the sense of smell.
The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, and machinery with moving parts, contagious or infectious diseases, or irritating chemicals. The work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
Minimum Qualifications
- Must be at least 18 years old. Hours and days may vary.
- Must possess and maintain a valid South Dakota driver’s license.
- Must be able to perform physical manual labor.
RESIDENCY
All new hires must reside within 40 miles of city limits unless specific approval of City Manager.
