Role Purpose
The Temporary Works Supervisor (TWS) is responsible for assisting the appointed Temporary Works Coordinator (TWC) in the supervision, coordination, communication, and checking of Temporary Works on site. The TWS acts as the on-site focal point for the control, inspection, and maintenance of Temporary Works, ensuring all works are undertaken safely, in compliance with approved design documentation, and in accordance with the project’s Temporary Works procedures.
Lines of Responsibility
- The TWS, where appointed, reports directly to the Arabelle Solutions TWC, as appropriate to the contractual structure.
- A TWS may only issue a Permit to Proceed (e.g., Permit to Load / Unload) if authorized by both their organization’s Designated Individual (DI) and the Arabelle Solutions TWC, and only where:
- The TWS has been deemed competent and formally appointed for the specific Temporary Works; and
- The risk classification of the Temporary Works is Low or Very Low, as defined by BS 5975.
- Must Have a good understanding of Scaffolding TG20, TG30, layer and bespoke temporary works Designed scaffoldings
Key Responsibilities and Duties
The appointed TWS shall:
- Liaise and cooperate with the Arabelle Solutions TWC or appointed TWC to ensure consistent communication and compliance.
- Assist the TWC in verifying that Temporary Works activities are conducted in accordance with approved design documentation and procedures.
- Confirm receipt and adequacy of design information prior to commencement, including residual risks identified in the Temporary Works Design (TWD).
- Supervise the erection, use, maintenance, and dismantling of Temporary Works under their control.
- Conduct or oversee checks at appropriate stages of construction, installation, or assembly.
- Carry out or manage maintenance of Temporary Works as per the approved inspection and maintenance regime.
- Report any deviations, modifications, or unforeseen conditions (e.g., environmental or loading changes) to the TWC and, where applicable, to the Temporary Works Designer (TWD).
- Perform the final pre-use inspection to confirm the Temporary Works are safe and compliant prior to loading or bringing into use.
- Issue a “Notice to Prevent Loading” if discrepancies are found between certified and as-built Temporary Works, pending resolution and re-inspection by the TWC.
- Ensure issue of the Permit to Load / Proceed when the Temporary Works have been confirmed safe for use, and provide a copy to the PC’s TWC.
- Ensure issue of the Permit to Unload / Take Out of Use once the permanent works have attained sufficient strength and stability, and provide a copy to the PC’s TWC.

Exclusions and Limitations
- The TWS shall not undertake Temporary Works design, design checking, or any engineering verification of load paths, capacities, or foundation adequacy unless deemed competent by LTWC.
- The TWS is not responsible for determining design parameters, specific load values, or undertaking structural calculations unless deemed competent by LTWC.
- The TWS’s role is implementation and supervision, not design authority. unless deemed competent by LTWC.
- However, if the organization’s DI and LTWC deems the individual competent for design or design checking, they may be appointed separately under a distinct nomination.

Competence and Appointment
- The TWS must hold demonstrable competence in Temporary Works supervision (e.g., CITB TWS training).
- The TWS must be formally appointed in writing by the organization’s Designated Individual (DI).
- The appointment must specify the scope of authority, limitations, and applicable risk category.
- Civil or Mechanical Engineering Degree
- CCNSG Safety Passport
- Strong experience for management of Scaffolding Management and Temporary Works, implementing BS5975 and Construction Design Management Regulations
Additional Requirements
- Maintain up-to-date knowledge of BS 5975 and the project’s Temporary Works Procedures.
- Maintain accurate site records, permits, and inspection reports.
- Attend coordination meetings and contribute to the Temporary Works registers and audit process.
- Promote a proactive safety culture, ensuring that all Temporary Works are properly controlled and understood by all parties involved.
