About CEPI
CEPI is an innovative partnership between public, private, philanthropic and civil organisations. Its mission is to accelerate the development of vaccines and other biologic countermeasures against epidemic and pandemic threats so they can be accessible to all people in need.
CEPI’s work has delivered world firsts for vaccines against many of its priority pathogens including the first licensed Chikungunya vaccine, the first ever Lassa fever, Nipah and MERS vaccines to reach Phase II trials and the first Rift Valley fever vaccine candidate to be studied in Phase II in an endemic region. CEPI has also supported programmes to generate much-needed data to expand access to Ebola and Mpox vaccines. CEPI was among the first funders of COVID-19 vaccines, ultimately building one of the world’s largest portfolios, seven of which were licensed. The Coalition also conceptualised and co-founded COVAX, which delivered nearly two billion doses of COVID-19 vaccines to 146 countries, saving an estimated 2.7 million lives in lower-income regions.
Central to CEPI’s pandemic-beating plan is the ‘100 Days Mission’ – its goal to develop safe, effective and accessible vaccines against new threats in just 100 days.
CEPI is seeking funding to execute CEPI 3.0, its 2027-2031 strategy, which will systematically reduce the likelihood and impact of epidemics and pandemics by driving the 100 Days Mission towards an operational reality.

About the Tender: Board Governance Software
This tender is to select a board software provider to deliver a secure and effective governance platform for CEPI. The selected solution should support the preparation and distribution of board and committee materials, improve meeting administration, strengthen institutional memory, provide good AI capabilities to support governance efficiency and provide a dependable environment for confidential governance information. The proposed solution should be suitable for CEPI's Board, committees, and other relevant governance forums, including the Investor Council. CEPI expects the provider to supply software, implementation support, data migration support as applicable, administrator and user training, and ongoing customer support. The provider should set out clearly how the platform would be configured for CEPI and what is included as standard versus optional.
- Secure storage and distribution of board papers
- Agenda and meeting pack management
- Minutes, actions, decision tracking and secure AI-supported governance tools
- Support long-term governance knowledge retention and enable authorized users to efficiently locate historical decisions, actions, board papers, committee discussions, voting records, and governance outcomes across multiple years.
- Access controls, auditability, and security safeguards
- Simple administration and user-friendly design
- Able to process all stages of investor voting (nomination, voting, results)

It is anticipated that during the initial phase of this work the selected provider will work closely with CEPI's governance and administrative stakeholders to confirm configuration priorities, migration requirements, user groups, and rollout arrangements. Vendors should therefore describe their proposed delivery model, implementation assumptions, and any dependencies on CEPI resources.
