YOUR MISSION AT VOI
Help shape the future of sustainable urban mobility by making Voi’s international public-sector tender process rigorous, reliable, and ready to win.
Reporting to the Director of Tenders, you will:
- Own the end-to-end tender lifecycle: from early market preparation and product demonstrations through compliance validation and final submission.
- Working closely with the wider Tender team and colleagues across Legal, Operations, Tech, and Content, you will bring structure, clarity, and momentum to complex, high-stakes projects. Your work will help ensure that Voi’s proposals meet the regulatory, operational and procedural requirements of cities and towns across our markets.
- Lead pre-tender planning, including market research, regulatory scoping, partner collaboration, and readiness milestones.
- Establish and run robust PMO practices across each tender, covering kick-offs, risk assessments, RACI frameworks, deliverables, quality reviews, clarification periods, and submission deadlines.
- Coordinate cross-functional stakeholders, ensuring clear ownership, timely decisions, and effective collaboration throughout the process.
- Act as the internal authority on tender compliance, reviewing written and operational responses against local procurement rules and legal requirements.
- Take PMO ownership of tender demonstration phases, coordinating the logistical, technical, and compliance preparations needed to showcase Voi’s hardware and software.
- Maintain clear tender reporting for executive stakeholders, highlighting progress, milestones, dependencies, and compliance risks.
- Lead post-tender reviews, using city feedback and scoring to strengthen our governance documentation, compliance libraries, and ways of working.

WHAT YOU NEED TO EMBARK
You are a highly organised and collaborative project leader who brings calm, clarity, and accountability to fast-moving work. You can translate complex regulatory requirements into practical guidance, influence stakeholders without formal authority, and maintain a sharp focus on quality under pressure.
You bring:
- 6+ years’ experience in PMO, bid or tender management, or complex project management.
- Experience with public-sector procurement, B2G environments, mobility, or another highly regulated industry.
- Strong knowledge of public procurement processes, regulatory frameworks, and compliance standards across international markets.
- Proven experience applying PMO tools and methodologies, such as RACI frameworks, risk matrices, and milestone mapping.
- Excellent written and spoken English; additional European language skills, including German, French, Italian, or Dutch, are an advantage.
- A Bachelor’s degree in Business Administration, Law, Engineering, Public Policy, or equivalent practical experience.
- A recognised project or bid management certification, such as PMP, PRINCE2 or APMP, is desirable.
