Job Description
This role is a key interface between a number of support functions including Operations, Pricing, Business Development, Legal, Tax, Compliance, Contracts, HSE and QA. This is a supervisory role, responsible for overseeing the day to day tendering activities within the department.
Essential
RESPONSIBILITIES
- Responsible for ensuring opportunities, tender records, approvals, bid status and award information are accurately maintained
- Support Tender Managers and Business Line Management in Bid / No Bid evaluations, opportunity qualification and development of bid strategies, including identification of commercial risks and opportunities
- Lead pre-bid kick-off meetings, establish tender schedules, coordinate deliverables matrices, assign responsibilities and monitor progress against tender milestones
- Facilitate and coordinate commercial risk assessments, development of risk registers, identification of threats and opportunities, and implementation of mitigation strategies in accordance with Oceaneering risk management processes
- Daily supervision of commercial department administrative personnel and quality control of pre-qualification and tender document preparation in accordance with departmental and company QA/QC procedures.
- Lead the commercial analysis and input into tenders including but not limited to,
- Input of pricing strategies for tenders
- Production of commercial documentation for support of tenders.
- Interface with business line managers and other departments regarding pricing estimates and all matters commercial in respect of tenders.
- Coordinate and maintain tender clarification and qualifications registers, ensuring all commercial, contractual and technical deviations are tracked, reviewed and incorporated into proposal submissions
- Review of contracts from a commercial perspective and participate in post tender contractual negotiations.
- Coordinate with Tax, Treasury, Legal and Contracts functions to ensure appropriate contracting entity selection, tax assessment, international compliance and commercial treatment of cross-border opportunities
- Manage bid review and approval processes in accordance with approved authority matrices, ensuring all required approvals are obtained prior to proposal submission
- Oversee final compilation, document control and delivery of tender documents to deadlines.
- Obtain feedback on tenders (either through close out meetings or via feedback request forms) and collate data in order to trend reasons for successes and failures.
- On a daily basis, review department workload and the assigning of work tasks to ensure a balanced distribution aligned to the skills and roles of the team.
- Identify development opportunities and mentor department personnel to achieve a broad skills base that can support the wide commercial demands of the business.
- Periodic review of processes in line with department and wider company demands to ensure continued suitability. Identify opportunities to eliminate waste within such processes and align to evolving demands while ensuring risks are adequately identified and mitigated.

Non-Essential
- Provide general assistance to Commercial Manager as required.
- Other duties as assigned.
Supervisory Responsibilities
- Lead and support the ongoing development of team capability through coaching, knowledge sharing and mentoring of colleagues across the Commercial function.
- Lead onboarding, integration, and training of new employees, promoting adherence to established commercial processes, systems and best practices.
- Promote compliance with Commercial Work Instructions, tender governance requirements, quality standards and departmental procedures through guidance, oversight and continuous engagement with team members.
- Act as a subject matter resource for Commercial Coordinators and other tender personnel, providing support and guidance on tendering processes, commercial governance and proposal development activities.
- Contribute to the continuous improvement of commercial competencies, processes and working practices to support operational excellence and consistent tender delivery

Required
QUALIFICATIONS
- Extensive international tendering experience in the subsea workspace, including vessel and integrated vessel solution opportunities
- Proven relevant professional experience in this role, or in a similar capacity with transferable skills and relevant industry experience
- Demonstrated experience in managing tenders from initial receipt through to final submission
DESIRED
- Bachelors degree (or equivalent) in appropriate discipline (Business, Law, Quantity Surveying etc.)
- Supervisory experience within an office environment.
