Job Description
Borders & Trade within the client are poised for a noteworthy transformation, exploring the opportunity to move away from legacy systems built on the Ingres database and OpenROAD technology. The intention is to transition from older infrastructure, ease licensing limitations, and begin a new chapter with the "MORIS" programme.
To support the MORIS initiative, bringing together a diverse, multidisciplinary team with expertise in project and delivery management, AI engineering, Azure platforms, Power Platform, Java, VB6, architecture, testing, and other relevant areas. They will guide this important work under ITDL, drawing on Agile methodologies and rapid prototyping where suitable. An AI-Accelerated Delivery Team will also be involved, aiming to introduce innovative, AI-enabled solutions throughout the process, helping to facilitate Actian Exit's timely progression. The main objective is to ensure a smooth and effective transition away from Actian technologies.
The programme encompasses 36 Border and Trade services and is organised into several workstreams, which include:
- Services migrating to ETMP
- Services requiring read-only access via a new Data Retention and Viewer capability
- Services that will be updated using new technologies
- Services that will be moved off the Ingres database while maintaining their current VB6 or Java front ends

Role Overview
The Test Manager will lead the planning, coordination, and execution of all testing activities that are related to services migrating to ETMP (currently 2 services) within the MORIS Programme. This role ensures quality delivery across multiple test phases (System Integration, Regression, E2E, UAT, and OAT/Non-Functional Testing) and aligns with the client MU standards and governance frameworks. They are the ITDL for the programme and have full accountability for the testing (i.e. no use of ATS).
Key Responsibilities
Test Strategy & Planning
- Define and maintain the test strategy in line with the client MU's Baseline Organisational Test Strategy.
- Create the Test Approaches for each of the ETMP services (2 services in scope)
- Develop detailed test plans, schedules, and resource models for SIT, E2E, UAT, and OAT/NFR phases.
- Ensure risk-based testing approaches are applied across all user journeys.
Governance & Stakeholder Management
- Act as the primary point of contact for testing within the MORIS Programme, engaging with EM's, Delivery Managers, Environment Managers, and the client stakeholders.
- Provide regular progress reporting, RAID management, and escalation of risks impacting test milestones.

Team Leadership
- Manage and mentor test leads and analysts, ensuring adherence to the client MU competency frameworks and modern ways of working.
- Coordinate additional testers for peak phases and ensure knowledge transfer across teams.
Defect & Quality Management
- Own the defect management process, ensuring timely triage, prioritisation, and resolution.
- Promote continuous improvement and adoption of automation where feasible.
Compliance & Security
- Ensure all testing activities comply with the clients MU security and data protection policies.
Essential Skills & Experience
- Proven experience as a Test Manager in large-scale transformation programmes (preferably the client or government projects).
- Strong knowledge of test phases: SIT, E2E, BAT, NFR, and UAT.
- ISTQB Certification (Foundation or Advanced).
- Excellent stakeholder management and communication skills.
- Familiarity with tools such as Azure DevOps and Jira.
- Ability to manage complex dependencies and environments.
Desirable
- Experience with migration programmes and legacy system replacement.
- Knowledge of the client MU frameworks and governance.
- Exposure to low-code/no-code platforms and modernisation initiatives.
- Experience and knowledge of ETMP.
