Aldeburgh Town Council

Job Description and Person Specification

Post Title: Town Clerk

Reporting to: Full Council

Location: Aldeburgh Town Council Offices, Aldeburgh, Suffolk

Hours: Full-time (including attendance at evening meetings and occasional weekends)

Salary: SCP 28 (£39,152 per annum) plus Local Government Pension Scheme. Salary will be subject to National Joint Council (NJC) pay awards.

Contract: Permanent (subject to satisfactory completion of probationary period)


Job Purpose

To support the Town Council in the effective strategic leadership, governance, administration, legal compliance, and day-to-day management of Aldeburgh Town Council.


Key Responsibilities

Governance and Administration

  • Support in the strategic planning and future development of the Council.
  • Assist in implementing Council decisions, policies, projects, and initiatives.
  • Support the administration of Full Council and Committee meetings, including the preparation of agendas, reports, and minutes.
  • Assist in ensuring that the Council operates within statutory requirements and follows proper governance procedures.
  • Undertake governance, compliance, strategic, and operational responsibilities as part of a structured mentoring programme.
  • Provide advice and support to Councillors on matters relating to Council business.

Democratic Services

  • To work with the Councillors on their priorities for Aldeburgh.
  • To work with and update Committee Chairs/Heads of Working Groups on a regular basis.
  • Attend and minute all meetings of the Full Council, working groups, and relevant Committees, including evening meetings.
  • Ensure meetings are conducted in accordance with legal and procedural requirements.
  • Prepare and maintain accurate records, minutes, and official documentation.
  • Assist in the management and publication of Council records in accordance with transparency requirements.
  • Update and maintain Terms of References for Committees and Working Groups.

Operational Management

  • Support the administration and delivery of Council services and facilities.
  • Assist in the management and maintenance of Council-owned assets, including public spaces, buildings, and community facilities.
  • Implement effective risk management arrangements across Council operations, projects, and events.
  • Contribute to the development and monitoring of Council policies and procedures.
  • To update Council Policies, Risk Assessments, and Event Management Plans at an annual Full council Meeting.
  • Share Council emails and correspondence with the mayor or another designated Councillor.
  • Share Office diary and appointments with the mayor or another designated Councillor.

Community and Stakeholder Engagement

  • Act as a key point of contact for residents, businesses, community groups, and external partners.
  • Support the delivery of community events, projects, and initiatives that enhance the town and quality of life for residents.
  • Promote high standards of customer service, communication, transparency, and professionalism.
  • Build and maintain positive relationships with local organisations, statutory bodies, and stakeholders.

Finance and Budget Support

  • To work with the Chair of the Property and Finance Committee on all financial matters (head of the Property and Finance working group).
  • Assist the Responsible Financial Officer (RFO) in preparing the Council's annual budget and precept.
  • Support the monitoring and management of budgets within designated areas of responsibility.
  • Assist with the preparation of grant applications, funding bids, and project funding opportunities.
  • Support financial administration and compliance with the Council's financial regulations.

General Duties

  • Maintain confidentiality, integrity, and professionalism at all times.
  • Undertake training and continuing professional development as required.
  • All training programs to be agreed by the mayor in conjunction with the Chair of the HR Committee, and training expenditure to be agreed to by Full Council.
  • In the first instance, consult the professional bodies subscribed to by Aldeburgh Town Council.
  • Comply with Council policies, procedures, and statutory obligations.
  • Undertake any other duties reasonably commensurate with the grade and responsibilities of the post.

Person Specification

Qualifications and Knowledge

Essential

  • Good standard of education.
  • Knowledge and understanding of local government or public sector administration.
  • Understanding of governance, committee structures, and meeting procedures.
  • Strong understanding of administrative and organisational processes.
  • Willingness to study for the Certificate in Local Council Administration (CiLCA) if not already qualified.

Desirable

  • Certificate in Local Council Administration (CiLCA).
  • Understanding of legislation relevant to local councils, including the Local Government Act and related regulations.
  • Knowledge of local government finance and budgeting.
  • Understanding of the role and responsibilities of a Town or Parish Council.

Experience

Essential

  • Experience in an administrative, governance, local government, or public sector environment.
  • Experience of preparing agendas, minutes, and formal reports.
  • Experience of working with stakeholders, community groups, or members of the public.
  • Experience of coordinating projects or delivering initiatives.

Desirable

  • Experience working within a Town Council, Parish Council, District Council, County Council, Unitary Authority, or other public sector organisation.
  • Experience of project management.
  • Experience of budget monitoring or financial administration.
  • Experience of managing community projects or events.

Skills

  • Excellent written and verbal communication skills.
  • Strong organisational and time management abilities.
  • Ability to prioritise workload and meet deadlines.
  • Excellent IT skills, including Microsoft Office applications and email systems.
