- Location: Endeavour Square (with site-based work on TfL infrastructure)
- Contract Type: London Underground, Full-Time, Permanent
Role Overview
The Track Quality Manager will oversee the implementation of consistent and high-quality site and other quality management approaches across the APD Renewals portfolio and other TfL projects managed by the Balasted Track (BTT) team. This role aligns with TfL’s and industry best practices.
Key responsibilities include:
- Managing quality information, guidance, and specialist advice across all relevant TfL projects in Ballasted Track and broader APD renewals.
- Collaborating with the Planning and Engineering Compliance Manager to develop and enhance quality systems compliant with engineering best practice.
- Identifying capability gaps and designing action plans to build robust quality management within BTT, including training, workshops, and targeted initiatives.
Priorities include embedding quality excellence in alignment with ISO 9001 and TfL standards, fostering a cultural shift towards data-driven, paperless quality controls, and improving safety and cost efficiency.
Key Accountabilities
Quality Leadership & Implementation
- Lead and manage timely resolution of quality standards for staff and contractors on site.
- Design, deliver, and implement digital quality tools to transition from paper-based processes to data-driven quality management, ensuring cost savings and enhanced safety.
- Ensure compliance with ISO 9001, TfL-specific requirements, and industry quality frameworks.
Technical Expertise
- Apply advanced knowledge of civil engineering standards, specifications, and legal/regulatory frameworks to quality management.
- Conduct audits, surveillance, and corrective action processes (e.g., NCR management) to align with project/programme procedures.
- Facilitate ongoing training for teams to sustain improvements in quality, cost, and safety performance.

Team & Stakeholder Management
- Oversee day-to-day Quality Management activities for the BTT Delivery Teams, setting clear objectives for representatives.
- Perform line management for the Quality Engineer, covering appraisals, performance management, capability development, and succession planning.
- Work with External TfL teams (TDU, TDU Engineering, etc.) to ensure integrated project controls and quality alignment.

- Professional qualifications: A preference for engineering or quality certifications (e.g., ISO 9001 Lead Auditor).
- Quality frameworks: Expertise in implementing standardized quality management processes, tools, and ISO compliance.
Experience
- Complex environments: Thriving in matrix-led, multi-functional projects.
- Quality Leadership: Demonstrating personal accountability for major program/project quality delivery within larger organizations.
- Leadership: Experience leading specialist teams, ensuring delivery through internal/external collaborations (contractors, suppliers).
- Quality transformation: Tracking record of building quality capability in project teams to meet strict standards.
